The purpose of this sources sought synopsis is to obtain information from sources that feel they are capable of supporting the Personal Temperature Regulation System (PTRS) program with current off the shelf items. The PTRS program is a USSOCOM program with Special Operating Forces (SOF) participation. The PTRS program addresses the needs of all SOF that require lightweight rain, snow, heat, and cold protective clothing. It is anticipated that the PTRS will consist of a durable US camouflage print outer shell that is waterproof, water vapor breathable and has special infrared reducing properties, the shell should have an attached liner providing temperature regulation and insulating properties, and a sweat management system that is hydrophilic, anti-bacterial and dirt repellent. All offerors products, will be evaluated to determine the effectiveness of the PTRS for use by the SOF in performing a variety of tasks at different activity levels in various ambient temperatures. The PTRS is expected to allowthe SOF to operate in numerous geographic locations and climatic design types, without the burden of bulky clothing. The PTRS would give commanders peace of mind that the SOF in their command will be well protected from the elements, without wondering if they are wearing the necessary layers of clothing. The PTRS is expected to help regulate the body temperature, providing a comfortable personal body temperature range during periods of activity and inactivity. At this time it is requested that all interested parties respond by submitting a capability statement/documentation (under 10 pages). In addition parties are invited, but not required, to submit a sample. The statement should specifically address which off the shelf item(s) they plan to submit for consideration as a PTRS, the technology behind the product, and any concerns with the intended application of the described technology. This effort is in coordination with the Personal Temperature Regulation System Foreign Comparative Testing Program. Therefore, all manufacturers are encouraged to respond. This announcement is NOT a Request for Purchase. This is a sources sought and does not commit the Government to award a contract under the above listed terms, nor is the Government responsible to pay for samples or information received.
