The National Institutes of Health, National Cancer Institute
(NCI), Laboratory of Cell Biology, intends to procure on a sole-source
basis with Molecular Structure Corporation, 3200 Research Forest
Drive, The Woodlands, TX 77381 under the authority of 41.U.S.C.
253(c)(1), FAR 6.3202-1 an RIGAKU RU-H3R Rotating Anode X-ray Generator
with accessories. The Laboratory of Cell Biology studies structure and
function of macromolecular assemblies, especially those related to
cancer development, treatment, and prevention, primarily using X-ray
crystallographic methodology. The generator also requires an X-ray
diffraction facility for examining and collecting data on protein
crystals. X-ray crystallography is the most dominant method in
elucidating macromolecular structures and plays an essential role in
understanding biological function of proteins at atomic level. The
Rigaku RU-H3R rotating anode X-ray generator is the only commercially
available design which can deliver suitable X-ray beam sufficiently
strong (16- 18kW) for modern macromolecular crystallography as an
in-house X-ray source while remains simple for routine maintenance. NCI
has determined that Molecular Structure Corporation is the only source
that can provide the exact product meeting its requirement. In-house
X-ray generators use tungsten filament for X-ray generation; most
filaments have a life time between 2500 to 3000 hours, and change of
filament is part of routine maintenance for every design of X-ray
generator. Because the direction of X-ray is critically dependent on
the position of the filament, it is therefore necessary desirable to
have the prealigned filament offered by the Rigaku X-ray generator,
which would basically ensure the same direction of X-ray every time the
filament is replaced. The RIGAKU RUH3RHB generator is the only one
known to the NCI Researcher that has the required features. This is not
a request for competitive quotation, however, if any interested party
believes it can meet the above requirement, they may submit a statement
of capabilities. Information furnished must be in writing and must
contain sufficient detail, to allow NCI to determine if the party can
meet the requirement. Capability statements must be received in the
Contracts Office by 2:00 P.M. EST on March 6, 2000. If you have any

proposed contract based upon responses to this notice is solely within
