The Government of Honduras, acting through the Honduran Social Investment Fund (FHIS), with the financial support of the United States Agency for International Development (USAID) Mission in Honduras, is asking for expressions of internest and applications for pre-qualification with the purpose of forming a roster of consulting companies in the United States of America and Honduras, that may demonstrate sufficient experience and capacity in the area of road and bridge design and supervision. The Government of Honduras (GOH) is initiating the permanent rehabilitation of the highways and bridges damaged by Hurricane Mitch. The rehabilitation program will be implemented by FHIS and directly managed by a special executing unit. The funding for this acivity originates in the Unites States Agency for International Development (USAID) and the Government of Honduras (GOH). All the contracting processes under RECAP activity shall be in accordance with the USAID Host Country Contracting Procedures and the GOH contracting procedures. The RECAP Project will rehabilitate roads and bridges located in the Departments of Atlantida, Yoro, Colon, Choluteca and Valle. The total combined value will be approximately fifty million Dollars (US$ 50 million). Only pre-qualified firms from Honduras and the United States of America are eligible for bidding on these works. The rehabilitation works financed by RECAP shall include the following: a) 2000 kilometers of upaved roads; b) 2000 lineal meters of bridges (most of them less than 25m long); c) 30 km. of paved highways (in dispersed sections); and d) 20 km. of cobblestone roads using labor-based techniques. RECAP intends to tender separate contracts for the supervision and design of the works. All the works will have on-site supervision that will include quality control, measurement of quantities and minor design activities. Design contracts will principally focus on bridge designs, a few minor road realignments and slop stabilization. The completed pre-qualification and certifications-related information should be received not later than March 6, 2000, at 2:00 p.m., at the following address: c/o Tim Truitt, Manager and Chief of Party, Special Executing Unit, RECAP Project, Colonia San Carlos, Calle Ecuador, No. 318, Tegucigalpa, M.D.C., Honduras. If a printed copy of the documents is required, it should be specifically requested to this same office, but both a printed copy and a diskette copy will not both be issued.
