Contracting Officer, 301-496-2302 This is a combined
solicitation/synopsis for commercial items description, prepared in
accordance with the format in FAR 12.6, as supplemented with additional
information included in this notice. This notice constitutes the only
solicitation, a written solicitation will not be issued. The
solicitation, No. 263-00-P(BD)-0011, is issued as a RFP. The
solicitation/contract will include all applicable provisions and
clauses in effect through FAC 97-15. The standard industrial code is
8999, and the business size is 5 million. The National Institutes of
Health, (NIH) National Institute of Mental Health (NIMH), Clinical
Brain Disorders Branch (CBDB) has a requirement for ongoing maintenance
and support for a Government-owned CERASPECT brain imaging system. The
NIH intends to contract with Digital Scintigraphics, Inc., 222 Calvary
Street, Waltham, MA 02154, under the authority of FAR 6-302-1 only one
responsible source and no other supplies or services will satisfy
agency requirements. The original manufacturer of the CERESPECT systems
holds proprietary rights to various details of the electronic circuit
design and operation, the computer software which operates and monitors
the performance of the camera, and the mechanical design specifications
of this unique and highly complex instrument. Design Scintigraphics
does not provide proprietary details of design, construction,
adjustment or maintenance to there vendors or to end users. A full and
complete knowledge of all integrated design details is essential to
guarantee a successful maintenance program without compromising its
continued safe and reliable operation as well as clinical validity. It
is the Government's belief that this requirement can only be met by
Digital Scintigraphics Inc. The Maintenance and support for A
government-owned CERASPECT brain imaging system, shall include the
following salient characteristics, features and specifications.
(1)Contractor shall replace all defective parts under warranty with new
parts or parts equal in performance to newparts in effecting repair of
the CERASPECT system. This replacement shall apply for all of the
CERaSPECT equipment (exclusive of the crystal) which become defective
as a result of normal use. (2)Contractor shall provide on-call
maintenance service with a response time of (48) hours from the time
that the need for on-site service is established, or as otherwise
requested by the project officer. The Contractor shall furnish a signed
malfunction incident report to the Project Officer. (3)Contractor shall
perform preventive maintenance at least every six months on the
CERASPECT system. Preventive maintenance shall be scheduled at a time
convenient to the Project Officer and a signed report shall be issued
to the Project Officer on its completion. (4) In the event of a
malfunction of any of the CERASPECT hardware or software systems, the
contractor shall also provide diagnostic services through consultation
with the Project Officer, or his designate, through
telecommunications, E-mail, or the transmittal of data via courier
service in order to diagnose the fault expeditiously. A record of all
diagnostic services shall be maintained by the contractor and issued to
the Project officer on completion. (5)Software upgrades shall be
supplied by courier service upon their release. In addition,
consultation with regard to the implementation of new software or
special needs of the Project Officer shall be supplied on an ad-hoc
basis during the normal working hours of the contractor. A record of
software updates shall be maintained by the contractor and issued to
the Project Officer. The following FAR provisions/clauses are
applicable to this solicitation and any resultant contract; FAR
provision 52.212-1 Instructions to Offerors-Commercial, applies to this
acquisition. Award will be made to the technically acceptable low
offer. A completed copy of the provision 52-212-3, Offeror
Representatives and Certifications- Commercial Items, is required as
part of the offer. The clause 52.212-4 Contract Terms and Conditions-
CommercialItems applies to this acquisition..The clause at 52.212-5,
Contract Terms and Conditions Required to Implement Statutes Or
Executive Orders-Commercial Items applies to this acquisition. FAR
clause 52.217-9 entitled Option to extend the term of the contract
applies to this contract. FAR 52.217-5 Evaluation of Options is
applicable. The Government will evaluate offers for award purposes by
adding the total price for all options to the total price for the basic
requirement. Evaluation of options will not obligate the Government to
exercise the options(s) The Contractor will be paid on a monthly basis
after submission of a proper invoice. The contractor shall provide
prices for monthly full service maintenance on the Government-owned,
Digital Scintigraphics Imaging System . Sources demonstrating the
capability to accomplish the above shall provide pertinent information
is sufficient detail to demonstrate their ability to perform.
Information furnished should include enough material to conduct a
proper evaluation. Respondents will not be notified of the evaluation
results. Offer is due within 15 days of this notice to the attention of
