plans to issue a Request for Proposal (RFP) for simulation support
services on aircraft and related equipment assigned to the NASA Johnson
Space Center, Houston, TX, and located at Ellington Field, Texas.
Contractor operations shall include the Shuttle Training (STA) Aircraft
Advanced Digital Avionics System (ADAS) replacement design,
development, and integration as the major and most critical mission
support task to be performed. The STA ADAS implementation requires
extensive software and hardware modifications which are unique to the
STA. The STA ADAS integration must be completed to provide training
support to Shuttle flight crews. The ADAS project requires hardware,
software, and associated documentation changes to the aircraft, the
Advanced Validation System (AVaS), and the Automatic Test Equipment
(ATE). Additional supplies and services to be provided include program
management, engineering, integration, maintenance, and operation of
the STA ADAS, the STA AVaS, the STA ATE, and the pilottrainer display
systems that include the Multi-function Electronic Display System, the
Head-up Display, the Multifunction Cathode-ray-tube display System,
and the Orbiter-configured Attitude Direction Indicator. The contractor
is also required to design, code, edit, and test changes to the STA
simulation systems, software, develop test plans, and conduct and
participate in software flight readiness reviews. The complement of
aircraft requiring simulation support services currently consists of
four Gulfstream II aircraft modified to simulate Shuttle Orbiter flight
and landing approaches for astronaut pilot training. The STA simulation
system, described above, include onboard avionics systems and two
ground based validation systems. Period of performance will be January
1, 2001 through December 31, 2002 with 3 one-year options potentially
extending the contract through December 31, 2005. NASA/JSC intends to
purchase the services from Lockheed Martin Services, Inc., Space
Mission Systems & Services pursuantto 10 U.S.C. 2304(c)(1) as the
required services are unique and are available from only one source,
Lockheed Martin. The Government does not intend to acquire a commercial
item using FAR Part 12. See Note 26. See Note 22. All responsible
