The purpose of the requirement is to produce a report describing state efforts to address the needs of children with Serious Emotional Disorder (SED) who are at immediate risk of institutionalization and vulnerable to custody relinquishment through the Katie Beckett options to expand Medicaid coverage when family income exceeds mandatory federal Medicaid rules; and provide technical assistance and assess in a written report the experiences of three states interested in addressing issues underlying custody relinquishment by altering state policies in order to remove barriers to services and to prevent unnecessary institutionalization.
