E-MAIL: Marianne R. Campbell, marianne.campbell@msfc.nasa.gov. NASA/MSFC plans to issue a Request for Quotation (RFQ) for ISO Registrar Services. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items from National Quality Assurance, USA (NQA) pursuant to FAR 13.106 for the acquisition of supplies or services determined to be reasonably available from only one source. NQA has provided independent surveillance audits to MSFC since 1998 and will complete the second year audit cycle in February 2000. It is industry practice for the same independent auditor to conduct surveillance audit activities through the full three-year cycle. The last year audit will consist of a complete re-audit of all twenty ISO 9001 elements. MSFC was certified ISO 9001 compliant by NQA. It is not feasible to transition to a different independent surveillance ISO auditor because NQA would no longer honor the current certification. Disruption of this service would compromise continuing ISO 9001 certification efforts. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 29, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
