The General Services Administration (GSA), Office of Property Disposal intends to procure human resource management, development and training related services that support and assist it to positively and proactively respond to the challenges associated with organizational improvement requirements outlined in its business plan for FY 1999. The intent of this procurement is to address a number of distinct human resource management tasks and related people development initiatives. The contractor will respond to and/or create appropriate timetables that ensure the timely completion of all aspects of an Office of Property Disposal Human Resource Management Plan. To accomplish this task, the contractor will provide: (a) Develop a strategic Human Resource Plan; (b) Complete the design and deployment of the computerized Individual Development Plan (IDP) as a part of the REAL module; and (c) Provide training courses for employees of the Central Office and, by request, the regional locations. One contract will be awarded from this solicitation. The contract period of performance is for one year or 12 months from the date of contract award. This is a negotiated procurement with the contract awarded to the offeror who submitted a technical and price proposal that is the "best value" for the Government.
