Environmental Protection Agency (EPA) is contemplating setting the
"Technical Support for the Thermal Treatment of RCRA Hazardous Waste"
procurement aside for small business participation only. To help ensure
competition among qualified small business, both SIC codes 8741 and
8744 will be used. This requirement will support the EPA Office of
Solid Waste, Hazardous Waste Management and Minimization Division. The
Solid Waste Disposal Act, as amended by the Resource Conservation and
Recovery Act of 1976 (RCRA), as amended, requires the U.S.
Environmental Protection Agency (EPA) to institute a national program
to control hazardous waste. Specific regulations for carrying out RCRA
are set forth in the Code of Federal Regulations (40 CFR Parts
260-271). In November 1984, RCRA was amended to expand the
responsibilities of those who handle hazardous waste. These amendments
are known as the Hazardous and Solid Waste Amendments of 1984 (HSWA).
In addition, Section 112 of the Clean Air Act (CAA), as amended by the
1990 amendments, requires EPA to establish maximum achievable control
technology (MACT) standards for major (and possibly area) sources.
Specific regulations for carrying out the CAA are set forth in 40 CFR
Parts 60-99. The MACT standards are found in 40 CFR PART 63;
supplemental regulations are found in Part 60. In pursuit of this
objective, a draft copy of the contract statement of work (SOW) is
provided on the internet.

are requested to review the draft SOW and submit a brief qualification
statement by 03 March 2000 to the following address: U.S. EPA, Ariel
Rios Building 1200 Pennsylvania Avenue (3805R), Washington D.C. 20460
ATTN: Celia M. Vaughn. The Government will set this procurement aside
based on a review of the qualification statements. The Government
believes there are a least two qualified small businesses able to
submit proposals. The Government's decision will be published here in
the "Procurement Status Information"on or before 03 April 2000. All
parties are encouraged to submit qualification statements demonstrating
their best capabilities in the three task areas specified in the SOW.
Potential offerors should also provide a brief statement addressing the
Evaluation Factors, items 1, 2, 3, 5 and 6 listed below. The
Qualification Staements will be used by the Government solely for the
purpose of determining whether or not the procurement will be a small
business set aside. No notification of offerors will be made relative
to the Government's assessment of individual Qualification Statements.
The Government does not intend to award a contract on the basis of
this Request for Information (RFI), nor resulting from this RFI. This
RFI does not constitute a Request for Proposal. Limit your submission
to no more than 5 pages. It is contemplated that any final contract
award under this procurement, if and when made, will be based on the
following evaluation factors listed herein alphabetically. 1. Corporate
Capability and Equipment -- demonstrated capability in performing
similar type work as in the SOW and the availability and ability to
obtain the necessary equipment for the scope of work. 2. Past
Performance -- results of responses received from references concerning
the offeror's past performance. 3. Personnel Qualifications and
Experience -- demonstrated key personnel experience, credentials, and
substantial knowledge within their subject area(s). 4. Preparation of
Sample Work Plan -- demonstrated understanding of the requirements as
evidenced by the quality of the sample work plan submitted by offeror.
. 5. Program Management -- demonstrated by the quality of the
offeror's approach to planning, organizing, administering, managing and
coordinating of the tasks and activities in the SOW 6. Technical
Capability and Approach to the SOW Task Requirements -- demonstrated
understanding of hazardous waste thermal treatment devices and emission
control systems, and the MACT/CAA and RCRA regulatory development
