B -- REPORTS ON GREEN ENERGY CERTIFICATION PROGRAM The U.S. Department of Energy, Idaho Operations Office intends to award a sole-source Simplified Acquisition to the Low Impact Hydropower Institute (LIHI) for the purchase of 100 reports and the rights to reprint if necessary, LIHI's green certification programs. The contractor will prepare a report which will cover the following topics: 1. Description of the development and application of the certification criteria to be used by the LIHI in identifying environmentally preferable hydropower projects. The report will discuss the goals and methods used in criteria development and analyze the performance of these criteria in meeting the stated goals. Specific detail should be presented on why projects were certified and why they were not certified (projects may be anonymous if necessary, but project types should be explicit). Within the limitations of available data, the following factors should be addressed: rate of certification overall; rate of certification based on project size; rate of certificationbased on geographic regions; rate of certification for pre-ECPA licenses, post-ECPA licenses and newly licensed hydro projects; costs of certification to the applicants, including application processing and estimates of operational or capital costs of meeting the criteria, where applicants are willing to divulge such information; and rate of appeals and percentage of successful appeals. 2. Evaluation of the current status and likely evolution of the LIHI certification program, in light of the development of a green energy market in the US. This evaluation should include: status of the green power market; a qualitative assessment of the acceptance of, and understanding of, the LIHI certification by power generators, power marketers and customers; and regulatory and legislative responses, if any, to the development of the LIHI certification. 3. n/Recommendations on how the LIHI program can best be designed to strengthen the green market, both in terms of ensuring that the certification criteria encourage sufficient certified power for a green market and in terms of improving environmental performance to assure the public that the certified power is environmentally preferable. 4. Recommendations on what types of research and development may help hydropower qualify under green energy certification programs, such as LIHI's program. The period of performance is from April 1, 2000 through March 31, 2001. The purchase order is intended as a sole source award to LIHI who has developed and is implementing the only green energy certification program in the U.S. that focuses solely on evaluating hydroelectric projects. Because of LIHI's prior experience and expertise, they are uniquely positioned to provide the analyses that DOE requires in a timely and cost-effective manner.
