SOL N/A Sources are sought for the privatization and provision of long-term utility service for the natural gas distribution system for the Wayne Manor Military Housing Area of Seymour Johnson Air Force Base, Goldsboro North Carolina. Privatization will transfer to the private sector the responsibility for the ownership, operation, maintenance, and repair of the government-owned distribution system and the responsibility for securing competitive and comprehensive utility service (including delivery, transmission, and distribution of natural gas) to such systems, in compliance with applicable State and Federal laws and regulations. North Carolina Natural Gas currently delivers natural gas to a single delivery point to Seymour Johnson; however, the Air Force currently owns and operates the natural gas distribution system downstream of the point of delivery, while the utility owns and operates upstream base distribution facilities. The downstream Government-owned system consists of about 8,000 feet of pipe, 12 distribution valves, and 103 building services for approximately 199 individual family housing/apartment units. Interested sources should provide a written statement of interest on company letterhead to include the following: a general description of capability to own, operate, and maintain the system; a description of experience in owning, operating, and maintaining similar system; and a clear description of the source's ability and legal right to own, operate, and maintain the systems and to secure competitive and comprehensive utility service (including delivery, transmission, and distribution of natural gas) to such systems, in compliance with applicable Federal and State laws and regulations.
