procurement is unrestricted. The Federal Railroad Administration is
need of a contractor with experience within the railroad industry, to
design, develop and deliver course work that would provide
approximately 60-70 signal and train control inspectors with the
knowledge and techniques necessary to conduct inspections on wayside
signal systems to ensure those systems perform their intended
functions. Course contents must emphasize standard practices of
installing, maintaining, and troubleshooting mechanical, electrical,
and electronic equipment, as well as advanced microprocessor-based
systems. To ensure a comprehensive learning experience, the contractor
must have a laboratory that permits the instructor(s) to install
faults into the signal system simulators for practical exercises. The
instructor-to-student ratio must be low enough to ensure adequate
feedback both during and after the practical exercises. Six training
classes are expected to be conducted entirely during FY 2000, which
ends September 30, however, some classes may be scheduled during FY
2001. Scheduling would be mutually decided between the contractor and
FRA's Signal & Train Control Training Specialist, who will be the
Contracting Officer's Technical Representative (COTR) for this
contract. Factors to be considered would include Federal budgetary
constraints, other FRA training course schedules, and availability of
the contractor's instructors and/or classroom space. The length of each
class must be limited to no more than four and one-half days. Class
participants will travel to the selected training location on the
Sunday preceding class, and should be released no later than 12 p.m. on
the following Friday. The course syllabus must be developed using
generally accepted training standards, including an overall
description, general learning objectives, and learning objectives
specific to each of the lessons. The contractor must be able to
describe how the learning objectives are to be achieved and measured.
Primary lessons shall include, but are not limited to: Automatic Block
Signal Systems; Centralized Traffic Control Systems; Manual and Remote
Controlled Interlockings; Automatic Interlockings; Vital and Non-Vital
Programmable Logic Controllers; Reading Circuit Plans; Troubleshooting
signal failures with test equipment; and Power Operated Switch Machines
Besides price and other costs to the Government, award shall be based
on a number of factors included in the solicitation. Persons interested
