POTENTIAL SOURCES SOUGHT. THIS IS NOT AN RFP. The Naval Air Systems
Command (NAVAIR) is seeking potential sources for a possible multiple
year lease of 707 aircraft to serve as E-6 In-Flight Trainers. This
announcement provides additional technical information and is a
continuation of the Potential Sources Sought published on 17 December
1999. The U. S. Navy has a requirement to provide annual training to 28
Category I (Initial E-6/707 qualification) aviators and eight (8)
Category III (E-6/707 re-qualification) aviators and to augment fleet
operating squadrons by providing proficiency training for E-6 qualified
pilots. In-flight refueling training capability is highly desired but
not specifically required. The annual flight requirement for this
training syllabus is 2,000 flight hours and 6,000 landings. The
training program support to be provided by these platforms is for two,
four-hour sorties per day, five days per week. Aircraft availability
is required in the third quarter of FY-00. Estimated funding available
for the lease of these aircraft is: FY00-$5.0M; FY01-$6.0M;
FY02-$6.0M; and FY03-$6.0M. The aircraft will be based at Tinker AFB,
OK. U. S. Naval Pilots will operate the aircraft throughout the United
States, including Alaska, Hawaii and Puerto Rico. Any 707 airframe(s)
for this effort must show compliance with the following: a current
Federal Aviation Administration Airworthiness Certificate and be able
to operate in accordance with Federal Aviation Regulation Part 91; all
Airworthiness Directives, Advisories and Service Bulletins; Original
Equipment Manufactures Service Bulletins; and the ability to obtain a
NAVAIR 4.3 airworthiness flight clearance per NAVAIR Instruction
13034.1A (the NAVAIR instruction is available from the following web
site "http://www.navair.navy.mil"). All organizational and depot
maintenance will be provided at Tinker AFB under the current C-18
Contract Maintenance contract with Raytheon Technical Services. This
contract maintains the Boeing 707 airframe in compliance with the
TC-18F Maintenance Planning Document. The Navy is exploring the
establishment of a lease contract for a base period of one year plus 6
month options to a maximum of 4 years. Responses to this sources
sought are requested to provide a rough order of magnitude to execute
this contractual arrangement. This request for information is NOT a
contract; or a request for proposal; or a promise to contract; or a
commitment of any kind. The Navy will NOT assume liability for costs
incurred by any offeror for any data offered for examination;
therefore, the cost of preparing information in response to this notice
is not considered an allowable direct charge to the Government. The
Government reserves the right to review and use data at its own
discretion. Upon request, NAVAIR will protect proprietary information
