19 -- MODIFICATION OF THE DUSTPAN DREDGE HURLEY SOL DACW61-00-B-0014 DUE 041200 POC Michelle Bertoline, Contract Specialist, 215-656-6914 The Philadelphia District, U.S. Army Corps of Engineers, Marine Design Center intends to initiate the procurement of necessary marine services to accomplish the dredging modification of the Dustpan Dredge HURLEY for the U.S. Army Corps of Engineers, Memphis District. The vessel length overall is 300'-0", beam overall is 58'-0" and molded depth amidships is 11'-7-1/4". Vessel displacement (light) is 2,100 tons. The Dredge HURLEY is a dustpan dredge constructed in 1992, and is operated by the Memphis district, USACE. The vessel is of all steel, and welded construction. The vessel's spare dredging ladder shall be lengthened with the intent of replacing the existing ladder. The vessel hull (horn area) shall be lengthened to accommodate the lengthened ladder. A new ladder pump shall be incorporated into the lengthened ladder. In addition, the vessel's bow thrusters shall be replaced. Drydocking is necessary to facilitate removal and replacement of the dredging ladder. Testing is required and will include dredging trails. The vessel will not be permitted to be operated or towed on its own bottom outside of the Mississippi River tributary system and the Gulf Intracoastal Waterway. The solicitation will be issued as an Invitation for Bids (IFB). The IFB will require design development and will be based upon a Preliminary Design prepared by the USACE Marine Design Center. This IFB may include contract options for related repairs. This contract will utilize a phased approach to allow completion of design and procurement of equipment prior to taking delivery of the vessel. Solicitation documents will be furnished on CD-ROM only on or about March 8, 2000; hard copies will not be available. Contractors may view and/or download this solicitation and all amendments from the Internet at the following address: http://ebs.nap.usace.army.mil/ASP/AdvertisedSolicitations.asp on or after the issue date of the solicitation; however, the official media of distribution for this solicitation is the CD-ROM. One copy of the CD-ROM will be furnished to each bidder at no charge. Requests for a CD-ROM shall be made by registering on the Internet or submitting a request in writing to the attention of Michelle Bertoline. Requests may also be submitted by fax to 215-656-6780 or 215-656-6798. All requests must include a physical street address, telephone number, fax number, point of contact, and business size. Additional copies of the CD-ROM will be provided at a charge of $5.00 each, made payable to "USACE Finance Center, Millington". Bidders are responsible for printing paper copies of the solicitation. Bids will be opened on or about April 12, 2000. Award is anticipated for May 2000, and shipyard engineering and material procurement is to begin prior to vessel arrival. Vessel delivery to the contractor is scheduled to begin at the end of the 2000 dredging season, late fall 2000. This procurement is unrestricted. The Standard Industrial Classification (SIC) Code for this project is 3731 with a size standard of 1000 employees. Affirmative action to insure equal employment opportunity is applicable to the resulting contract. Liquidated Damages are included in the contract and bonding is required. Award will be made as a whole to one bidder.
