will use full and open competitive procedures, with the intent to award
a firm fixed price, indefinite quantity indefinite delivery contract,
to replace Litton Sperry Marine MK-29 Gyrocompass systems currently in
use on SURTASS ships. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a separate written solicitation will not be
issued. Solicitation number N00039-00-R-2210 applies and is issued as
a Request for Proposal. This combination synopsis/ solicitation
incorporates the provisions, and clauses in effect through FAC 97-15,
items 3, 6, 7, 8, and 11. The Standard Industrial Code is 8312. The
requirement is for a minimum of two and a maximum of 27 Gyrocompass
systems, to be ordered (in various quantities) from contract award
through 36 months thereafter. Each Gyrocompass system delivered must
include the system warranty, and the owners manual (with parts list).
All orders will be placed via DD Form 1155. For bidding/proposal
purposes the estimated effective date of contract award is April 2000.
The contract will be for: Item 0001: Gyrocompass system in accordance
with minimum requirements stated below, Qty -- Minimum 2, Maximum 27.
Delivery of all items is required FOB destination, and delivery of all
items will be to Norfolk, VA (exact address and marking instructions
will be delineated on individual delivery orders using DD Form 1155).
Inspection and acceptance will be at destination. The statement of work
is as follows: Surveillance Towed Array Sensor System (SURTASS) ships
are currently equipped with a Litton Sperry Marine MK-29 Gyrocompass to
provide the Satellite Communications (SATCOM) antenna with vital
positioning information as the antenna searches and locks onto a
satellite. The gyrocompass provides signals to the antenna to
compensate for ship motion, thus keeping the antenna aligned properly.
In addition, the gyrocompass provides heading, pitch and roll data to
other mission equipment, including a back-up indicator in the bridge
console. All outputs of the gyrocompass are fed into and distributed by
the Gyro Distribution Unit (GDU). Due to increases in Total Cost of
Ownership of the MK-29 (age and low mean time between failure (MTBF)),
the Navy requires a commercial off the shelf (COTS) replacement. The
Gyrocompass System Minimum Technical Requirements are as follows. A)
Mean Time Between Failure: minimum 10,000 hrs. Failure is characterized
by the inability of the candidate system to provide output at the
following accuracy levels, and whenever an internal failure occurs in
which output ceases to any time interval. B) Accuracy: Heading: within
1.0 degree/hr; Attitude: within 1.0. degree/hr; Position: within 1
nm/hr. C) Available Inputs: Synchronous Signal Reference -- 115 VAC,
400 Hz, 1 phase, 3 wire; and Log Water Speed Signal, 115 VAC, 400 Hz
100 kts/rev, 3 wire. D) Outputs/Interfaces: Heading: 1X speed (Fine)
and 36X speed (Coarse), Analog Synchronous, 400 Hz; Roll: 2X speed
(Fine) and 36X speed (Coarse), Analog Synchronous, 400 Hz; Pitch: 2X
speed (Fine) and 36X speed (Coarse), Analog Synchronous, 400 Hz (The
same six outputs (fine and course) in digital RS 232 or RS 422 are
acceptable too, but only if they are in addition to an analog
interface). E) Power: 115VAC, 400Hz, three phase ship's power (delta),
NTE 200 W continuous or DC power (NTE 28 VDC, 10 Amps). F) Vibration:
Must be operational while enduring vibration from 4 Hz to 50 Hz at the
amplitudes shown below. Must be operational while enduring resonant
frequency vibrations at the amplitude shown here, for at least two
hours. If there is no resonance frequency, use 50 Hz at the amplitude
shown here; Frequency Range (Hz) 4 to 15, Table Amplitude (inch) 0.030

shock of 50G minimum. H) Transportability and Storage: The unit shall
meet commercial transport requirements and shop environments in a
spares configuration. I) Temperature: Minimum 32 degrees F to maximum
120 degrees F (operational). J) Humidity: The unit shall withstand at
a minimum 90% Relative Humidity (operational). K) Electromagnetic
Interference/Radio Frequency Interference: Unit shall meet or exceed
Common Shipboard Commercial Standard (use MIL-STD-4612-D as guidance
only). L) Physical: Weight: Not to exceed 451 lbs; Size: Not to exceed
29 "(H) x19 "x19 "(W) x 19 "(D). Warranty: Warranty shall begin at
time of installation and last at least one year. End Of Minimum
Technical Requirements. All units shall be installed within 6 months of
delivery. The provision at FAR 52.212-1, Instructions to
Offerors-Commercial items applies. FAR provision 52.212-2
Evaluation-Commercial Items is applicable to this solicitation with
paragraph (a) completed as follows: Evaluation Factors In Descending
Order Of Importance: Capability of product offered to meet the minimum
technical requirements stated above; total ownership cost (combination
of item price, mean time between failure, mean time to repair, average
cost to repair, and extensiveness of warranty); past performance; and
short order lead time. The Government intends to make a single award
to the offeror whose offer, conforming to the solicitation
requirements, is determined to provide the "best value" to the
Government. The "best value" determination will be based on the merits
of the offer and the offerors capability. To be determined acceptable,
the offeror must furnish product literature and any other necessary
documentation that demonstrates that the product offered meets all
minimum system technical requirements stated above, and evaluation
factors (submit past performance information in accordance with FAR
52.212-1(b)(10). The provision at FAR 52.212-3 Offeror Representations
