This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, this synopsis shall serve as a request for proposal (RFP), numbered F41621-00-R-5039. The Air Intelligence Agency (AIA) wishes to acquire one Standard Horizon Speedvac Collating and Saddlestitching System VAC 100 and trade in two pieces of equipment for consideration on this purchase. This collating system consists of one (1) each Main Collating Tower VAC-100A, four (4) each Collating Tower VAC-100M, one (1) each Rear Collating Tower VAC-100C, one (1) Stitch and Fold Unit SPF-20A, one (1) each Face Trim Unit FC-20A, one (1) each Long Conveyor LC-20, and one (1) each Dual Stacker ST-60. In addition to providing the collating system, the contractor will provide all labor, tools, parts, material, rigging and facilities necessary to install the collating system. The Government will provide two pieces of equipment for its trade in value: (1) a Duplo Collator ST2 with three (3) each twelve Bin Towers 12/48A and a stitcher and folder unit and (2) a Pivano 42" Cutter Model G-108D with Air Tables and programmable Digiomatic 3 Panel. The collator will be set up at AIA, 102 Hall Blvd, Bldg 2000 Room 104, San Antonio TX 78243. The required delivery date is 14 Apr 2000. A projected collator plan is available from the buyer/PCO. The collating system will be set up as follows: Long Conveyor LC-20, Face Trim Unit FC-20A, Stitch and Fold Unit SPF-20A, Main Collating Tower VAC-100A, four (4) each Collating Towers VAC-100M, Rear Collating Tower VAC-100C and Dual Stacker ST-60. FAR 52.211-6 -- Brand Name or Equal (Aug 1999) applies to this solicitation. The salient physical, functional, or performance characteristics must meet are: Physical size -- must fit in an 8' X 38' area, must have at least60 bins with the bin capacity of 750 sheets of 20 lb. bond paper. Sheet size capacity: 5.8" X 5.8" minimum to 14" X 20" maximum. Dual stacker, dual directional capability on all 60 bins. Long conveyor, pulse rotary vacuum wheels. Size capability of Stitch, Fold and Trim attachment: 4.75" X 3.3" minimum to 14" X 20" maximum. Programmable memory to store collating jobs that are run frequently. This synopsis incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 97-14. The Standard Industrial Classification (SIC) for this acquisition is 3555, 500 employees. THIS ACQUISITION IS 100% SET ASIDE FOR SMALL BUSINESSES. The following provisions/clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors -- Commercial Items; FAR 52.212-4, Contract Terms and Conditions -- Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. FAR 52.212-2, Evaluation -- Commercial Items applies. The following factors shall be used to evaluate offers: technical capability to meet the Government's requirement, price, and delivery date. Technical and Past Performance when combined are less important than price.
