Development Center, Groton,CT is seeking possible sources able to
provide a Fuel Cell Power System. The required system shall consist
consist of a fully integrated fuel cell electrical power generating
system using logistical fuel, and capable of long duration unattended
operation. Fuel cell power level may range from 1.5 to 4 kilowatts,
with a required continuous alternating current electrical power at 115
VAC 60 Hz. The system shall consist of the necessary components such
as the fuel cell stack, fuel reformer, inverter/power conditioner,
charging and electrical storage units that are integrated with the
necessary control and conditioning systems for totally automatic
operation under variable electrical loads in the projected operating
environment. The system will power a 1000-watt flashing incandescent
lamp and ancillary power controller at a rated load of 1.5 kilowatts;
the power conditioning equipment must be capable of withstanding
current surges of ten times therated current as the lamp flashes
several times a minute. The system shall operate on methanol, ethanol
or diesel fuel in order to be compatible with USCG logistical
capabilities and operational requirements, and contained within a
footprint of 3-ft by 5ft. The system shall be non-developmental,
produced in quantity, accepted for test or operation in other non-USCG
applications, and shall have a projected lifetime of at least five
