This is not a solicitation and a solicitation package will not be
issued as a result of this announcement. If a solicitation is developed
it will be advertised in the Commerce Business Daily. The Coastal
Systems Station, (CSS) Dahlgren Division, Naval Surface Warfare Center
is seeking sources to provide information on Tactical Underwater
Breathing Apparatuses (UBA) that may be capable of satisfying the
operational requirements of Naval Special Warfare divers. A desirable
tactical UBA will have the following operational characteristics: an
underwater duration in excess of 4 hours at oxygen consumption rates of
1.0 standard liter per minute (slpm) for 75% of time to 1.5 slpm for
25% of time, a depth capability greater than 52 feet (16 meters) of sea
water, immersed operational temperature range of greater than 90
degrees to less than 32 degrees F (32 degrees to 0 degrees C),
storage/transportation temperature range of 140 degrees to 20 degrees
F (60 degrees to -7 degrees C), tactical operation (i.e., no bubbles)
at depths less than 30 feet (9.1 meters), an on/off switch if the UBA
is electronically controlled, reinforced hoses, operation with full
face mask or mouthpiece, weight less than 65 pounds (29.5 kg), predive
setup time of less than 1 hour, display lights will be switchable
on/off or be coverable, capable of field calibration, have onboard
diagnostics for maintenance if the UBA is electronically controlled,
and have a 14 day standby capability. Other pertinent information that
will be useful to this effort includes underwater duration at what
breathing rates and depths, compliant volume (counter lung/breathing
bag volume), dead volume (non-compliant volume, i.e., breathing hose
volume, mask volume, scrubber volume, etc.), breathing gas storage
pressure, gas injection rates, and relief valve release pressure.
Information that is unique to a UBA or that makes it tactical should
also be included. Forward technical literature with complete
description and specifications showing the company's ability to meet
the Tactical Underwater Breathing Apparatus requirements to: Coastal
