synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. The solicitation number for this
Request for Proposal is N00244-00-T-0494. This solicitation and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-14. This solicitation is issued as a 100% Small
Business Set-Aside (SEE Note 1), under Standard Industrial Code (SIC)
3567, Industrial Process Furnaces and Ovens, with a small business
standard of 500 employees. FISC San Diego has a requirement for
Requests For Proposals for the following Contract Line Items (CLINs):
CLIN 0001 APPROVAL DRAWINGS (meeting those specifications delineated in
CLIN 0002) CLIN 0002 COMPOSITE CURING OVEN. QTY 1 EACH. FEATURES. Oven
must be designed to fit in space 30'L x 18'W x 20'H. Required Inside
Dimensions 5'W x 8'D x 6'H (length of available space must be used to
accommodate required depth). Interior shall be constructed of heat
resisting aluminized steel; Exterior shall be constructed of
cold-rolled steel, primed and painted an industrial grade epoxy
finished, blue. Oven shall be designed to: cure composites at
temperatures ranging from 300 to 350 degrees Fahrenheit with a maximum
operating temperature of 450 degrees Fahrenheit; facilitate maximum
load weight of 200 lbs.; facilitate curing parts of various dimensions
(size, shape, bagged flat and connected to vacuum system). Oven shall
be constructed of insulated panels (4" of reflective, moisture and
fire proof insulation possessing non-settling qualities between inner
and outer walls) firmly fastened to structural steel frame, side-panels
shall be louvered. Oven shall have two front-opening and overlapping
doors of double wall construction, hung on heavy duty industrial hinges
and closed in position by FM approved over-centering safety latches.
Doors shall seal against the opening with suitable gasketing to ensure
a tight seal. Both doors and oven shall be reinforced at all
attachment points to prevent sagging. Entire oven unit shall be
installed with angles bolted to the oven base frame and predrilled for
bolting and unbolting to the shop floor. Number of bolts and bolt size
shall be based upon the requirements of the Uniform Building Code for
Earthquake Zone 4. CONTROL PANEL housing all power components (lights,
switches, control instruments and a step-down transformer for control
voltage) shall be located on either side of unit near the front with
controls facing outward;. shall be NEMA 12 rated, fitted with a fused
main power disconnect (to interrupt all power to the unit when panel is
opened for service) and contain a UL label. TEMPERATURE CONTROLLER.
Oven shall be equipped with a Partlow 1400 Series auto tuning digital
set and readout temperature controller with "J" type thermocoupler
sensing probe. An alarm output in the controller shall shut the oven
down completely when it has cooled to a safe lower temperature after
the heaters have been shut off either manually or by the process timer.
THERMOSTAT. Oven shall be equipped with a Partlow 1800 series
electronic solid state high limit thermostat with thermocouple sensing
probe. (This fail-safe device shall allow manual re-setting to correct
the faulty situation prior to energizing the heater circuits. Unit
shall also allow auto-resetting in the event of power outage.) HEATER.
Heater rods shall be seamless Inconel sheathed tubular type positioned
in the plenum chamber and protected against dripping liquids. Work
pieces placed in the oven shall be shielded from direct radiant heating
by the plenum wall. Heaters shall have unheated terminal ends passing
through the insulated wall and connections shall be made outside the
chamber. GASKETS. Shall be sturdy and abrasion resistant high
temperature weave-around an Inconel mesh core. Gaskets shall be
"tadpole" in cross section. POWER CONTROLS. Oven to be equipped with
SRC power controls to maintain a set point. Oven shall be wired for
220V/3 phase/60 Hz service. Heater power will be 60 kW. Total unit
current requirements will be approximately 180 amps per leg. START/STOP
SWITCH. The oven shall be supplied with a two-position start-stop
switch on the control panel (instead of the standard momentary
start-stop buttons). VACUUM. Oven shall be supplied with a main vacuum
header on the outside of the oven on one side. Four individual legs
shall project into the oven on equal spacing from front to back. The
external header shall be supplied with a vacuum gauge and a main ball
shut off valve. Each leg projecting into the oven shall also possess a
ball type shut off valve. Internal connections shall be a barb type.
Additionally, Leybold vacuum pump and piping rated for 30 CFM and 29"
Hg shall complete the vacuum system. High Volume horizontal airflow
system shall ensure uniform temperature distribution throughout the
work space; 7,200 CFM (referenced to 70 degrees Fahrenheit) circulating
blower (driven by 5 hp motor) shall direct air through circulating
ducts located on either side of workspace. Uniformity shall be (to
within 6" of the walls and ceiling, and to within 12" of the
uninsulated floor) within plus or minus 10 degrees Fahrenheit at an
operating temperature of 300 degrees Fahrenheit. EXHAUST BLOWER. 140
CFM (referenced to 70 degrees Fahrenheit) exhaust blower shall be
capable of ridding the chamber of noxious fumes. AIRFLOW SWITCHES.
Differential pressure airflow switches shall be installed in the oven
and associated with the main circulation blower and the exhaust blower.
If airflow fails, the heaters shall de-energize. Devices shall be
fail-safe, detecting proper air movement by the blowers before allowing
power to be fed to the heaters. ALARMS. All alarm conditions shall be
audibly and visually alarmed on the control panel. A momentary silence
button shall be provided for the audible alarm. Eagle CX-210 PROCESS
TIMER wired to start operating when operating temperature is first
reached, time spans from 0 to 99 hrs in 59 minutes, heater shut off by
timer at conclusion of timed period. CLIN 0003 INSTALLATION. QTY 1
EACH. Offload from truck and move into building; mechanically assemble
oven components and bolt to shop floor; connect electrical service to
main disconnect in control panel; connect building exhaust ducting to
oven exhaust port; secure all necessary permits, inspections, building
structural reviews as required by local, state and federal agencies;
perform inspections, start-up and acceptance testing. NOTE: the oven
shall be supplied without a floor of its own; the shop's concrete floor
shall serve as the oven floor to achieve maximum loading flexibility.
CLIN 0004 OPERATOR TRAINING. QTY 1 WORK DAY (0700-1500), 15 Personnel
CLIN 0005: DOCUMENTATION; QTY 2 EACH (2 Operations Manuals, 2
Maintenance Manuals, As-built Drawings [to include electrical
schematics], list of components parts list). REQUIRED DELIVERY is as
follows: CLIN 0001: 3 weeks after date of contract award. CLIN 0002: 10
weeks after date of drawing (CLIN 0001) approval CLIN 0003: 5 work days
after completion of CLIN 0002 CLIN 0004: At the same time CLIN 0002 is
delivered Delivery shall be made to: AIMD Material Control, ATTN: AK3
Henderson, Bldg. 489, Naval Air Station North Island, San Diego, CA
92135-7058. Hours of delivery are from 0700 to 1500 (3p.m.) pacific
standard time, Monday thru Friday, excluding holidays. ACCEPTANCE SHALL
BE AT DESTINATION. The following provisions apply FAR 52.212-1,
Instructions to Offerors Commercial Items, Addendum to FAR 52.000-1,
Paragraph (b) (5) Offers shall provide an express warranty which at a
minimum shall be the same warranty terms, including offers of extended
warranties, offered to the general public. Express warranties shall be
included in the contract. OFFERORS ARE REQUIRED TO COMPLETE AND INCLUDE

Applicable to Defense Acquisition of Commercial Items, applies with the
following clauses applicable for paragraph (b) DFAR 252.225-7001 Buy
American Act and Balance of Payment Program, and DFAR 252.225-7012
Preference for Certain Domestic Commodities. The Government intends to
make a single award to the responsible Offeror whose offer is the most
advantageous to the Government considering price and price related
factors. Provision 52.212-2 Evaluation Commercial Items applies with
paragraph (a) completed as follows: the Government will award a
contract resulting from this solicitation to the responsible offeror
whose offer conforming to the solicitation will be most advantageous to
the Government, price and other factors considered. The following
factors shall be used to evaluate offers: (i) Technical Capability Of
The Item Offered To Meet The Government Requirement; (ii) Ability To
Meet The Government's Required Delivery Date(s) And F.o.b. Terms; (iii)
Price Ability to meet both technical capability and the ability to meet
the required delivery schedule represent MINIMUM criteria for
acceptable award. Failure to meet one of these two criteria shall
render the offer to be technically unacceptable and not considered for
award. Award will be made to that responsible offeror which meets both
of the above minimum technical and schedule requirements and offers the
lowest price. To be determined technically acceptable the Offeror must
furnish product literature that demonstrates the products offered meet
the requirements inherent CLIN 0002 or otherwise articulate their
understanding of the requirement through written explanation or

delivery time, payment terms, discounts for prompt payment, if any

solicitation. Also required are copies of applicable commercially
published price lists pertaining to your company's products that meet
the specifications. Parties responding to this solicitation may submit
their quote in accordance with their standard commercial practices
