(AFFTC) Edwards AFB CA. is seeking sources which can provide
non-developmental airborne digital video recorders and playback systems
through the DoD Foreign Comparative Testing Program (FCTP). These
recorders will replace existing single and triple deck units on board
flight test aircraft at AFFTC. The video recorders must meet the
following minimum functions and specifications: Shall support the
video, aircraft data, control and power interfaces. Specifically it
shall record on board Multi Function Displays(MFD) and Heads Up
Displays(HUD). Shall have at least the following inputs: four video
channels; aircraft data; two separate differential audio inputs with
automatic gain control and MPEG2 compression; Aircraft data interface
shall be RS-422A differential input for Command and Status; the video
standard shall be PAL and NTSC. The video format shall be Composite,
Y/C or RGB. Compression algorithm shall be ISO MPEG2. Compressed data
rate shall be 4Mbit/s. Storage unit is hard drive. Storage medium shall
be removable digital data cartridge (DDC) with minimum capacity of 14
Gbytes. Aggregate transfer rate to the storage media shall be minimum
5.6 Mbit/s, thereby providing a maximum of 5 hrs. 30 min. of recording
time. Shall support IRIG B or G time.
Volume/Temp/Environmental/Mechanical/EMC/Reliability: Volume shall be
maximum 0.207 cubic feet; Weight 5.5 Kg. or less; Power supply
MIL-STD-704D 28VDC; Power comsumption 70W nominal or less; Sealed unit,
not requiring forced air-cooling; Operating temp. range: -40C to + 50
degree C; Operating altitude: 0 to 70,000 feet; Operating humidity: 5
to 95% R.H. non-condensing; Acceleration: operating, 6 half-axes: 9g;
Random Vibration, operating, 3 axes: 12.4 g rms. Shock, operating,
half-sine, 6 half-axes: 13g/11ms; EMC as per MIL-STD-461C part 1&2,
category A1b and part4, category A3: up to 10 GHz; DDC connector
insertions/extractions minimum 10,000; Storage media ON/OFF cycles
minmum 30,000; MTBF of DDC removable media, calculated per
MIL-HDBK-217F in an AIF environment at 25 degee C minimum 30,000 hrs..
The Video Recorder shall have spare slots for MIL-STD-1553B; In-Flight
replay of one video channel, allowing read-while-write, i.e. recording
while playing back a different section of the media; At least one
output stream for telemetry downlink @ 10 Mbit/s. Growth for storage
capacity and data transfer rate. Modularity for adaptation to future
video standards. The Ground Replay System shall be a PC workstation,
monitor and speakers. It shall house minimum two cartridge replay
units. All application software to support the data and control
interfaces and playback, MPEG2 decompression; capable of extracting,
processing and displaying all data and time code from a DDC; User
control feature to allow selection of : the setting of parameters, the
starting point, the display rate from 1/15 to 15X, the output sound
level. Cartridge replay unit shall operate from internal 5VDC power
source, with power consumption less than 5W. The PC workstation shall
have Windows NT operating system, and shall have minimum 10Gbytes hard
drive storage; 4 PCI slots, CD-ROM writable drive, floppy disk drive,
mouse, keyboard, 21" color monitor, audio board and interface boards
such as IEEE 1394 or Ethernet, networked configuration. Responding
sources will provide capability documentation showing existing video
recorders and ground replay systems that meet or exceed the above
