Two-Step Sealed Bidding Procedure shall be used to procure ANALYZER, SPECTRUM: AN/USM-677(), NSN: 6625-01-470-7545 in accordance with U.S. Army Aviation and Missile Command Purchase Description/Specification, TEMOD-98-01. Step One shall be a Letter Request for Bid Samples using Army Specifications. Step Two shall be an Invitation for Bids resulting in a contract award to the lowest bidder having submitted an acceptable bid sample. The estimated minimum quantity is fifty-one (51) each. The estimated maximum indefinite quantity that may be ordered during the five-year life of the contract is eleven hundred and fifty (1150) each. The Government shall not be obligated to purchase more than the minimum quantity established in the resultant contract. Step Two (Invitation for Bid) will be issued only to those bidders having submitted acceptable bid samples. No other firms will be given an opportunity to bid. This requirement shall be procured in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. This procurement shall be Full and Open Competition.
