than full and open competition basis pursuant to FAR 6.302-1, a
purchase order to Scientific and Engineering Software (SES) of Austin,
TX, for the SES/Strategizer Starter Package (including one single-user
Strategizer 2.2 license, first year maintenance, and one training
credit). The proposed acquisition is for supplies and services
providing a computer network simulation tool used in performance
analysis and modeling of USDA Common Computing Environment (CCE)
technical architecture alternatives. The tool will determine end-to-end
user response time based on a description of the network, servers,
CPU's, workload, databases, etc. The tool must simulate by
stochastically generating discrete events and then simulating the
response throughout the network. The model must be focused on end-user
response time, as SES/Strategizer does, rather than utilizing
empirical equations and rules of thumb to estimate response time. It is
critical for USDA to analyze end-user impacts resulting from hardware
and software development decisions. The SES/Strategizer tool will
leverage existing models that USDA has already developed as a part of
the CCE Performance Modeling effort and will maintain compatibility
with those current models that have used SES/Strategizer. A
Justification for Other than Full and Open Competition has been
prepared. All responsible sources shall submit clear and convincing
written documentation to show bona fide capability to provide the
described supplies and services to the contracting officer. The
documentation shall include financial and technical information and
shall indicate clear advantage to considering sources other than SES.
If no affirmative responses considered potentially advantageous to the
Government are received within fifteen (15) calendar days after
publication of this notice, a purchase order will be issued to SES. As
a result of analyzing response to this synopsis of intent, the
contracting officer may determine that a request for quotations (RFQ)
will be issued. If a RFQ is issued, no additional synopsis will be
published. Any RFQ will be issued to SES and all firms that respond to
this synopsis of intent with documentation determined by the
contracting officer to be clear and convincing evidence of capability.
All responses shall be in writing or via e-mail. No telephone inquires
