(360)396-0244 DESCRIPTION: This is an announcement for a contracting
opportunity under the Brooks Act for engineering services, and Federal
Acquisition Regulation (FAR) 36.6 selection rules apply. This is not
a solicitation for offers regulated by FAR 15. The resultant contract
shall be for firm fixed-price Architect-Engineer environmental services
and studies to support Engineering Field Activity, Northwest. This
contract focuses primarily on environmental restoration projects but
could to a minor extent involve some other environmental work such as
compliance, environmental planning, and natural resource projects.
Projects may be performed at various locations in the United States;
however, primarily in the Puget Sound area with occasional projects
outside the Puget Sound in the states of Washington, Idaho, Montana,
Oregon, Alaska, Utah, and Nevada. The work under this contract shall
require to a substantial degree, performance or approval by a
registered or licensed engineer. Typical work for this contract will be
to develop and determine the extent of contamination by measuring
levels of chemicals and their impact on biota, and to measure trends
and impacts on the environment. This contract will primarily provide
the following services: Develop Remedial Designs, and Work Plans.
Prepare preliminary assessments (PA), site inspections (SI), remedial
investigation (RI) reports and feasibility studies (FS), Record of
Decisions (ROD) environmental baseline surveys (EBS), action memoranda
including ecological and human health risk assessments along with RCRA
assessments, RCRA corrective measures studies, and RCRA closure plans.
Inspect, assess, monitor, sample, perform field and laboratory
analysis, survey, and modeling of various contaminants and geochemical
indicators in different media. Perform project management,
interpretive consulting and engineering services in support of
environmental activities required by all applicable environmental laws.
Provide technical and administrative support for public involvement
activities. Manage and dispose of wastes resulting from the work
performed under this contract per Navy Activity Instructions. Prepare
environmental compliance plans, studies, surveys, and design documents
to comply with Federal, State, and local laws, and Navy Instructions.
Provide GIS, CAD, and electronic data management. Develop
environmental planning documents. Evaluate remedial systems and design
opportunities for incorporating innovative or emerging remedial
technologies and information collection technologies to maximize
program efficiency. Evaluate Navy compliance with activity-specific
institutional controls. Provide environmental construction Quality
Assurance and Control support. Provide consulting services relating to
Ordnance compounds and associated issues. Selection will be based on
the following criteria listed in descending order of importance with
factor 1, Past Performance, being substantially more important than any
other single factor, and factors 5 through 7 being used only as
secondary evaluation factors should the application of factors 1
through 4 result in firms being rated as equal. (1) PAST PERFORMANCE by
the firm on similar projects by the proposed key personnel in terms of
quality of work, cost control, use of sustainable design, and
compliance with performance schedules. The definition of "similar
projects" is a project that includes one or more of the following:
remedial designs or work plans, preliminary assessments, remedial
investigation and feasibility studies, records of decision, and
environmental baseline surveys. Key personnel are the technical
leaders, and managers identified in the SF-255 for employment on this
contract. Projects that were not performed by proposed key personnel,
and projects that were performed by key personnel while working for a
different firm will be given less weight in the evaluation than
projects performed by key personnel under the current team structure.
Provide representative examples of completed projects with client's
name, phone number and address.List recent performance evaluations and
awards received by the proposed team for similar projects. Provide
information on the firm's quality control program, and demonstrate how
it has been used to improve performance. (2) SPECIALIZED EXPERIENCE
and technical competence of the proposed team in the type of work
described in factor 1. (3) PROFESSIONAL QUALIFICATIONS of the staff and
consultants to be assigned to this contract which are necessary for
satisfactory performance of the type of work requirements listed in
factor 1. In block 4 of the SF 255 (Personnel by Discipline), show the
entire proposed team by listing personnel employed by the prime
contractor in the blanks provided and personnel from consultants to the
left in parentheses. In block 7 indicate the branch office location of
each team member. (4) CAPACITY of the proposed team to accomplish the
work in the required time. Indicate the firm's present and projected
workload, and the availability of the proposed team members for the
specified contractperiod. (5) LOCATION in the general geographic area
of the project and knowledge of the locality of the project. (6) SMALL
BUSINESS, small disadvantaged business, woman owned business, and HUB
zone utilization on the proposed contract. (7) EQUITABLE DISTRIBUTION
OF WORK awarded by DoD. List the total amount of DoD contract awards
as the prime contractor within the past 12 months in block 9 of the SF
255. GENERAL CONTRACT INFORMATION: The resulting contract will provide
for a base year and two option years with an aggregate maximum of $5
million. The contract minimum guarantee shall be $25,000. The minimum
and maximum values of individual task orders executed under this
contract are $10,000 and $500,000, respectively. The estimated start
date for the contract is July 2000. This procurement is open to all
business concerns. The Standard Industrial Classification (SIC) code
for this procurement is 8711. The small business size standard is
$2,500,000 average annual gross revenue for the past 3 fiscal years.
Firms desiring consideration shall submit one copy of Standard Form
(SF) 255 for the proposed team, and one copy of SF-254 for each team
member firm, including consultants, to Thomas A. Fournier, code 0330TF,
