This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC plans to acquire an analog to digital audio encoder capability. The encoder shall be capable of processing a 600 ohm balanced XLR analog input and produce a MP3 stream that can directly be distributed on a network via multicast. The audio stream output shall be MP3 compliant. The encoder shall provide the capability for audio sample rate selection ranging from 8kbs to 44kbs at a minimum. The encoder shall provide the capability for mp3 stream rate selection ranging from 8kbs to 128kbs at a minimum. The delay between analog input to digital output shall not exceed 0.5 seconds. The encoder shall be rack mountable in a standard 19" rack. A 26 stream encoding and distribution capability shall be provided. One year hardware/software maintenance/upgrade warranty shall be provided. The provisions and clauses in the RFQ are those in effect through FAC 97-15. The SIC code for this procurement is 3577. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to JSC is required within 21 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9.
