or952mb@or.blm.gov. The Bureau of Land Management (BLM), Oregon State
Office, intends to negotiate an indefinite-delivery,
indefinite-quantity contract for the base year and 4 option years (NTE
6-30-05) for integrated information technology services and
telecommunication services. Services will be predominantly performed
on-site in Government-furnished office space in the Portland, Oregon
BLM State Office and 10 District Offices throughout Oregon and
Washington. Additional sites include other BLM offices, interagency
offices with which BLM cooperates, and northwest U.S. Forest Service
offices. This effort will be competed on a full and open basis.
Requirements will be defined in a Statement of Work included in the
Request for Proposal (RFP) to be issued approximately 3/22/00 with
proposals due 5/4/00. Pre-proposal conference will be held in the
Oregon State Office, 9th floor BLM conference room, 1515 S.W. 5th,
Portland, OR at 9 a.m on 4/6/00. Submit all technical questions for the
pre-proposal conference and make reservations with name of firm(s) and
number of persons attending by 4:00 p.m., local time, 4/3/00, by
e-mailing or952mb@or.blm.gov, telephoning (503) 952-6218 or faxing to
(503) 952-6312. It is planned that one general task order will be
included in the RFP for the basic requirements, which are presently
being provided by an on-site contractor with approximately 110
employees located between 13 sites. Additional task orders may be
issued. Instructions to Contractor will be issued addressing specific
assignments and changes within each task order not affecting price.
Technical requirements include five functional areas: (1) Systems
Administration/Computer Operations; (2) Telecommunications; (3)
Geographic Information Systems (GIS) Development and Analysis; (4)
Software Development; and (5) Database Administration and Maintenance.
Functional Area (1) Systems Administration/Computer Operations
encompasses configuration, integration, installation, operations,
security management, and maintenance of all computer hardwareand
software. Provide technical assistance and support to on and off-site
users. Functional Area (2) Telecommunications encompasses all aspects
of data communications systems. Tasks may include requirements
analysis, assessments of existing capabilities and recommendations for
best return on investment for new technology. Implemented systems
include full support of existing LAN, WAN and Internet facilities as
well as support for telephone, PBX, voice mail, security systems, and
cellular topology. Functional Area (3) GIS Development and Analysis
encompasses planning, assessment, and implementation of resource
management requirements for spatial mapping and analysis,
classification of satellite imagery, and integration of global
positioning system data using ARC/INFO, ERDAS, and other spatial
software. Instructions to the contractor include process development,
data capture, quality control, mapping, analyses, and user training to
answer on-going resource, wildlife, and land management issues.
Functional Area (4) Software Development encompasses RDBMS applications
as well as spatial database application design and development, data
entry, and maintenance employing project management techniques tailored
to meet customer requirements. Functional Area (5) Database
Administration and Maintenance encompasses operations and maintenance
of existing spatial, corporate data. Provide coordination, planning,
and control to ensure a stable information system environment. Ensure
proper procedures are in place for backup, recovery and resource
scheduling that access large volumes of spatial data. Applicable SIC
codes are 7371, 7375, 7376, 7378, 7379 and 7389. The RFP will include
FAR 52.219-9, Small Business Subcontracting Plan, and applicable U. S.
Department of Labor Service Contract Act Wage Determinations. Posted
