This procurement shall be conducted under the authority of Title 18 of the Social Security Act, as amended. The services to be performed include the processing of Medicare medical insurance claims from qualified Railroad Retirement Beneficiaries in the United States and Canada in accordance with the Social Security Act. The successful offeror would be required to (1) execute a transition with the current carrier -- United HealthCare Insurance Company by September 30, 2000, and (2) to furnish the full range of Medicare Part B carrier services beginning October 1, 2000. In addition, the successful offeror must assume all work in progress -- pending claims and all carrier post payment activities beginning Oct 1, 2000. In order to be considered for award, an offeror must be a health insuring organization. For purposes of this procurement a health insuring organization is defined as follows: an organization or entity which is lawfully engaged as an insurer in paying for, or reimbursing the cost of, health services, in consideration of premiums or other periodic charges payable to the organization or entity.
