The Fleet and Industrial Supply Center (FISC) Norfolk, Detachment Philadelphia intends to acquire, through other than full and open competition, non-personal Contractor Engineering and Technical Services (CETS) by qualified Field Service personnel for the purpose of informing, instructing, and training Department of the Navy personnel in the installation, operation, and maintenance of various AV8B Series Aircraft Pegasus Engines and associated support equipment. The proposed procurement is for the modification of contract N00140-99-D-E219 for the addition of five (5) tasks: 32600, 32601, 32602, 32603 and 32604 for the period of 20 March 2000 through 30 September 2000 (32.5 additional man-months of effort). This acquisition covers the Government's minimum needs. The solicitation will contain specifications for Contractor Field Service Representatives (CFS) for tasks 32600, 32601 and 32602 and Contractor Maintenance Service (CMS) Representatives for tasks 32603 and 32604 as appropriate. Performance for tasks 32600, 32603 and 32604 will take place at Marine Corps Air Station (MCAS) Yuma, AZ. Performance for tasks 32601 and 32602 will take place at Marine Corps Air Station (MCAS) Cherry Point, NC. A modification to the Indefinite Delivery Indefinite Quantity (IDIQ) Labor Hour contract with fixed man day rates is contemplated. Requiring activity is NATEC San Diego, CA. The proposed contract modification is for services for which the Government intends to solicit and negotiate with only one source, Rolls Royce Inc. of Reston, VA, under the authority of 6.302-1. A determination by the Government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
