757 443-1424 (fax) The Government intends to award a sole source
contract to Pioneer Technologies Corp., 4501 Intelco Loop SE, Lacey, WA
98503. Numbered Notes 22 applies. The purpose of this requirement is to
develope a web base human health assessment guidance to assist Navy
project managers and others, in effectively planning and implementing
human health risk assessments and in making risk-based management
decisions. The implementation of this guidance requiere, not only
compliance with applicable statues and regulations, but also adherence
to Navy risk management principles and objectives associated with the
Environmental Restoration Program and the Base Realignment and Closure
Program. The primary objectives of developing the HHRA guidance/web
site include: 1. Develop world wide web(web) based guidance to
communicate the issues and key considerations associated with HHRA. 2.
The guidance will be developed using a three-tiered framework that is
consistent with the tiered approach that is being implemented by the
Navy. 3. The information must be communicated in a meaningful way to
the Navy Project Managers who are the primary audience. 4. The Navy
guidance will be a supplement to other Federal and State HHRA guidance.
5. The guidance will be presented via different layers that will
provide users with the ability to drill-down if they desire more
in-depth information on a specific topic. 6. The web site will provide
a forum for the Navy HHRA community to share information and develop
strategic approaches for dealing with existing and new HHRA issues. The
guidance/web site will be developed in a manner that builds on the
draft Navy Ecological Risk Assessment Web site. Potential offerors are
hereby notified that the solicitation and subsequent amendments to the
