The Air Force will issue a new solicitation for development, operation and maintenance of a 778 to 828 unit housing project on Elmendorf AFB, Alaska. This project was originally solicited under FXSB2001-99-01, which was cancelled 11 February 2000. Recent DoD changes to the Basic Allowance for Housing have significantly improved financial viability of this privatization effort. The project contemplates a 50 year ground lease with conveyance of improvements to the successful offeror by deed. The Air Force will convey 584 existing units, of which 208 were recently renovated, 320 require renovation or replacement and 56 are to be demolished. The successful offeror will also construct an additional 250 to 300 new units. The Air Force will provide a first mortgage limited loan guarantee and a direct loan second mortgage. The solicitation will be issued on or after 3 March 2000, with proposals due approximately six weeks later. Proposals will be evaluatedand ranked. The Air Force intends to conduct negotiations with only the highest-ranked offeror. Should an acceptable deal be reached, the parties will proceed to closing. Should negotiations fail to yield an acceptable deal, discussions with that offeror will be terminated, and negotiations will begin with the next highest-ranked offeror. This process will be repeated until an acceptable deal is reached. The solicitation will only be available in electronic format. Paper copies will not be available.
