AIRCRAFT AVIONICS: SOURCES SOUGHT FOR H-60 FLIR AAS-44 This Special Announcement is to seek sources for logistics support of the H-60 FLIR AAS-44 system. NAVICP anticipates the issuance of a full and open competitive solicitation for total logistics support referred as PBL (Performance Based Logistics). Source selection will be on a Best Value basis with offerors required to submit a technical and cost proposal. This support will be for three specific items of the FLIR system. These items include: Turret Unit, P/N 3154216-1, NSN 014608088 ; Electronics Unit, P/N 3154212-1, NSN 014607521; and Hand Control Unit, P/N 3154213-1, NSN 014607922. Currently there are 90 FLIR systems scheduled for installation with 33 installed to date. Mean time between failure (MTBF) for the Turret is currently at 230 hours with the MTBF of the Electronics Unit at 445 hours. Required support includes: repair and modification, configuration management, inventory control, distribution, technical assistance, and reliability improvements. Offerors will be required to provide reliability improvements consisting of technological and software improvements as well as the ability to meet aggressive fill rate requirements. These fill rate requirements are as follows: Issue group 1 backorders -- 48 hours Issue group 2 backorders -- 72 hours Issue group 3 backorders -- 192 hours The proposed period of performance of this requirement is 15 years.
