The project is to provide custodial and related services at the USDA, Forest Service, Forest Products Laboratory in Madison, Wisconsin. The facility is located on a 22-acre site and the services will be provided to approximately 222,000 square feet of space located in nine combination office and laboratory buildings. The resulting contract will be for one base year, May 1, 2000 through April 30, 2001, and two pre-priced one-year renewal option periods. The Government is not under obligation to exercise the additional option years. Work is currently being provided by contract. This solicitation requires that the terms of Nondisplacement of Qualified Workers Right of First Refusal be applied to employees under the predecessor contract. Simplified Acquisition procedures authorized under the Test Program for Certain Commercial Items (FAR 13.5) will be used for solicitation, evaluation and award. Evaluation factors to be considered include Past Performance, Experience and Qualifications, Quality Assurance Plan and Equipment, Personnel Hiring Policies and Requirements, and Price. The planned date for issuing the solicitation is March 3, 2000 and the estimated response date is April 4, 2000. A pre-proposal conference and site visit will be scheduled and identified in the solicitation.
