The National Oceanic and Atmospheric Administration (NOAA) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with Air Rarotonga Limited to provide charter aircraft and pilot for sampling flights over Rarotonga in the Cook Islands, Polynesia. Vertical profiles will begin at 25,000 feet above mean sea level and descend to minimum above sea level, holding at 1250 feet intervals during the descent to take air samples. Twenty air samples will be taken per flight using a self powered, automatic 20 flask, in-situ, air sampler provided by NOAA=92s Climate Monitoring and Diagnostics Laboratory (CMDL). Aircraft must be capable of holding all necessary air sampling equipment. Collected air samples shall be express mailed back to CMDL for evaluation. Flights are to begin in February 2000 and continue through May, 2001. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures. This synopsis is issued for information only. No competitive solicitation is planned. No award will be made on the basis of requests in response to this notice. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
