Tiffany, Contracting Officer, 301-402-3079 The National Institutes of Health (NIH), Office of Research Services (ORS), is conducting a market survey to determine the availability and potential technical capability of 8(a) businesses and small businesses to provide and manage transportation and parking services for employees, visitors and patients at its Bethesda/Rockville facilities and satellite sites. The intended procurement will be classified under SIC Code 8744 with a size standard of $20,000,000. The NIH intends to enter into a contract for transportation services for parking management, shuttle bus services, permits and employee transportation management services. The contract will be implemented in two phases. The first phase will include shuttle bus services and parking management. The second phase will include the administration of parking permits processing and employee services. Parking requirements include the management of approximately 8000 employee spaces and 700 visitor spaces as follows: 1. Attendant assisted parking, where employees and visitors self-park in tandem and aisle spaces and leave their car keys with attendants. Attendants then move vehicles as necessary to allow others to depart. 2. Install, control and maintain revenue equipment (including parking meters). 3. Operate parking facilities including cashier booths. 4. Provide signage (lot identification, rates, user identification). 5. Provide information maps and brochures. 6. Provide weekly and monthly management reports. Shuttle Bus Services include the following: 1. Provide passenger bus service for employees around the NIH campus, to and from satellite locations in Bethesda and Rockville, on a daily basis from 6:30 a.m. to 7:30 p.m. weekdays excluding federal holidays. 2. Equipment required: vehicle fleet (number of buses, sizes and age); bus stops with shelters; maps and schedules 3. Conduct periodic ridership surveys. Parking Permits and Transportation Management as follows: 1. Operate parking permit office on the NIH campus in Bethesda. 2. Maintain existing satellite parking, TRANSHARE, ride-matching, guaranteed ride home, AWS and other parking demand management systems and services. Additional Requirements: 1. Web page subject to NIH approval. 2. Provide a system for monitoring and reporting on contract performance. 3. Shuttle bus drivers must have valid drivers licenses with no records and maintain a CDL drivers license. 4. Employees subject to background checks. 5. Performance Bond. 6. Garage Liability, workers compensation, legal liability, hazard crime. 7. Must obtain minimum liability insurance of $5,000,000 as required by the Washington Metropolitan Area Transit Commission (WMATC). 8. Must obtain contract tariff from WMATC to perform shuttle services at NIH. 9. Must be located and do business within the Washington/Baltimore Metropolitan Area. General Information: 1. Performance based contract. 2. Contract term for five years, one year basic period and four one-year options. The NIH is currently obtaining these services from several companies. The shuttle services are being provided by an 8(a) contractor as a result of an 8(a) competition. The parking services are being performed by a large business through a contract with the General Services Administration (GSA). Parking permits and transportation management are currently being performed by Government personnel. In light of this project summary, interested 8(a) businesses and small businesses are invited to submit tailored capability statements addressing organizational and staff experience and expertise in the following areas: 1)Institutional experience, 2) Large satellite parking operations, 3) Number of cars managed, 4) Local presence/support in the Washington/Baltimore Metropolitan Area, 5) Experience with shuttles, 6) Experience with Transportation Management Plans, and 7) Customer satisfaction.
