REPLACE STEAM TUNNEL DISTRIBUTION SYSTEM, PHASE IV, MARINE CORPS
RECRUIT DEPOT, SAN DIEGO, CA -- -DESCRIPTION OF WORK -- The work
includes a Base Item 0001 and an Option Item 0001. The work for Base
Item 0001 includes providing all labor, materials and equipment
required to complete the construction of alterations and additions for
the Phase IV replacement of the MCRD steam tunnel distribution system
including demolition and removal of existing steam tunnel and steam
distribution piping. Removal and disposal of asbestos containing piping
insulation and debris, excavation and backfill, surface repair, direct
burial exterior steam distribution system and appurtenances, concrete
masonry and exterior cement plaster enclosures, cast-in-place concrete
pits for equipment and piping, metal enclosure gates and pit covers,
painting, cutting, patching and repair, electrical, plumbing and
incidental related work. Option Item 0001includes, as an option to the
Government to award within 180 calendar days following contract award,
all work related to demolition of existing steam tunnel system to the
officer housing area as indicated in Areas 9, 59, 60, 61, 62, 63, 64,
65, and 66. The contract is to be awarded to the responsible offeror
who submits the proposal considered most advantageous to the Government
considering Factor 1 -- Past Performance (Subfactor 1.1 -- Prime
Contractor Past Performance, and Subfactor 1.2 -- Past Subcontracting
Efforts), Factor 2 -- Technical / Management (Subfactor 2.1 -- Past
Experience, Subfactor 2.2 -- Maintain Utility Service, and Subfactor
2.3 -- Restrictive Time Constraints), and Factor 3 -- Price. When the
proposal is evaluated as a whole, Factors 1 and 2 (Past Performance and
Technical/Management) are equal in importance. When the proposal is
evaluated as a whole, Factors 1 and 2 combined are approximately equal
in importance to cost or price. The importance of price will increase
if offerors in the competitive range are considered essentially equal
in terms of technical capability, or if a price is so significantly
high as to diminish the value of technical superiority to the
Government. Site Visit will be scheduled for 21 March 2000 at 9:00 AM
at the Marine Corp Recruit Depot (MCRD), Building 224, 4600 Belleaum
Avenue, MCRD, San Diego, California. Immediately following the Site
Visit, a Pre-Proposal Conference will be held at 10:00 AM to 12:00 PM
at the same location. It is imperative a Security list of person(s) who
will be participating in the Site Visit / Pre-Proposal Conference is
provided a minimum of two (2) days in advance to: Ms. Jeannette Perez

to Building 224, MCRD. Key subcontractors are encouraged to attend.

is between $1,000,000 and $5,000,000. Firm Fixed Price Contract.
Contract duration is approximately 390 calendar days. Proposals will be
considered from all responsible sources. This project is unrestricted.
The Standard Industrial Code is 1623 and the annual size is $17
million. It is recommended the subcontracting goals reflect a minimum
goal of 5% for Small Disadvantaged Business Subcontracting Effort. In
accordance with FAR 5.102(a)(7), availability of the solicitation will
be limited to the electronic medium; solicitation will be available
for download free of charge via the Internet World Wide Web at
http://esol.navfac.navy.mil . Hard copies (paper sets) or CD-ROM of
solicitation will not be provided by the Government. The official plan
holders list will be maintained and can be printed from the website.
All prospective offerors and plan rooms are encouraged to register as
plan holders on the website. Plan holders lists will not be faxed and
will only be available from the website. Registering offerers and plan
rooms must provide a complete name, complete mailing address, area
code and phone number, Offerer type (prime contractor, subcontractor,
