Construction Manager as Constructor (CMc) Services Contract for the proposed New Federal Building and U.S. Courthouse in Youngstown, Ohio. The scope of the CMc services under this proposed contract includes Pre-construction Phase Services and an option for Construction Phase Services. A firm-fixed price contract is contemplated. The government will endeavor to determine a total per square footage building cost. A firm-fixed price will be calculated by applying the total gross square footage of the building to the per square foot cost for various categories of building space plus profit, overhead and commission. A firm-fixed price based on square footage cost will be negotiated prior to exercising the Construction Phase Option. The CMc will be competitively chosen using Source Selection Procedures (FAR 15.3). For this procurement, technical factors when combined are significantly more important than cost or price. Project Summary. The proposed project is for the construction of a joint-use facility of approximately 57,000 gross square feet. The new building to be constructed at 10 East Commerce Street in Youngstown, Ohio will be located three blocks from the Lambros U.S. Courthouse on Market Street. The project will include indoor and outdoor parking as well as a state of the art conference center designated for federal use. All accessible entries, rest rooms, and public areas shall be ADA compliant. The entire project including options is expected to be complete by fall 2002. The maximum ECC (Estimated Construction Cost) is approximately $10 million. This amount does not include Pre-construction Phase services (the base contract). The base contract for Pre-construction Phase services shall include, but is not limited to, preliminary evaluation of design development documents, cost estimates, development of subcontractor and supplier interest. The option for Construction Phase Services shall include, but is not limited to, construction of the building, administration of the construction contract and all subcontracts, coordination of regular construction meetings, CPM scheduling, and monitoring of construction costs. Definition of Construction Manager as Constructor. A Construction Manager as Constructor, or CMc, is defined as a firm engaged under direct contract to a building owner, in this case the General Services Administration (GSA), to provide design review, cost estimating, scheduling and general construction services. The CMc shall be a member of the project development team during the planning, design and construction phases along with GSA as the owner/developer and GSA's selected A-E firm, URS Greiner Woodward Clyde in association with Robert A.M.Stern Architects, as architects and engineers of record. Proposal Submission Requirements. Proposals will be evaluated using a two stage, source selection process. Under Stage I, offerors must submit information regarding qualifications, past experience, past performance, personnel, and resources. Submissions shall clearly address the evaluation factors identified in the Stage I RFP. The evaluation factors stated in the RFP represent the factors that will be used in Stage I by the Source Selection Board in selecting a competitive range of firms. A competitive range of the most highly qualified firms will then be selected and invited to submit proposals for Stage II. Firms determined to be in the competitive range will be interviewed at the General Services Administration Offices in Chicago, Illinois and final selection will be made based on source selection procedures with the collective factors listed in the Stage II RFP considered substantially greater in weight than price. The Government reserves the right to make an award based on Stage II proposals without holding discussions. Contract Award. The base contract will be awarded to the selected firm to provide Pre-construction Phase services with an option to provide Construction Phase services. SB -- SDB Participation. Although this procurement is open to large business firms, small, small woman-owned and small minority-owned firms are strongly encouraged to participate. The Government recognizes the talent existing in smaller firms and encourages their participation in the construction of Federal facilities. The firms in the competitive range shall provide a brief written narrative of their outreach efforts to utilize small, small woman-owned and small minority-owned firms on this project. An acceptable Subcontracting Plan shall be agreed upon prior to contract award to any large business. Large business firms shall be required to demonstrate a proactive effort to have participation from small, small woman-owned and small minority-owned firms. In order to receive the benefit of a price evaluation preference, you must be certified by the Small Business Administration as a HUBZone small business concern and/or a small disadvantaged business concern. Joint Ventures. Joint venture or firm/consultant arrangements will be considered and evaluated in a demonstrated interdependency of the members to provide a quality CMc team effort. How to Offer. Potential offerors having the capabilities to perform the services described herein are invited to respond by submitting a one-page letter on company letterhead stating interest in the project. These firms will be provided a copy of the Stage I Request for Proposals (RFP) package. The RFP will provide additional information regarding the submission format.
