OFFER DUE DATE HAS BEEN CHANGED FROM FEBRUARY 24, 2000 TO MARCH 9,
2000. The United States Coast Guard, MLC Atlantic intends to issue a
purchase order for a commercial _off-the-shelf_ Ice Rescue vessel and
trailer, in a form similar to an airboat or hovercraft, to fulfill the
Coast Guard ice rescue mission in US Great Lakes and Lake Saint Clair
areas. The Coast Guard intends to conduct this procurement in
accordance with Federal Acquisition Regulation (FAR) part 12,
Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for
Certain Commercial Items. The simplified acquisition will be issued as
a best value Request for Quote (RFQ), on or about 9 February 2000. The
RFQ will be issued via the Electronic Posting System (EPS) at
www.eps.gov. Hard copies of the RFQ will not be issued. It is incumbent
upon contractors to monitor the EPS system for RFQ release and all
subsequent amendments. This procurement is being issued as a 100% small
business set-aside in accordance with FAR 52.219-6. Thestandard
industrial classification code is 3732 _ boat building and repairing,
and the small business size standard is 500. The Ice rescue vessel
shall be capable of transversing multi-terrain cold weather
environments including open waters, rough water, solid ice, thin ice,
broken ice and snow emphasizing safety for the crew, passengers and
personnel in the immediate vicinity of an emergency rescue site. All
vessel systems and components must be specifically designed for cold
climate operation, marine environment, and vibrations associated with
high-speed transit through rough waters or rough terrain. The vessel
shall have a useful payload of at least 1200 pounds. The vessel trailer
shall have surge brakes, installed taillights, brake and directional
lights, and meet requirements for licensing within the state of
Michigan. Additional specifications are included in the formal RFQ.

Enterprises (DBE). The Department of Transportation (DOT)
Short-TermLending Program (STLP) offers working capital financing in
the form of lines of credit to finance accounts receivable for
transportation related contracts. Maximum line of credit is $500,000
