Notice of Contract Action (NOCA). This Commerce Business Daily (CBD)
announcement constitutes a Notice of Contract Action (NOCA) of a
proposed purchase of REDCOM switch feature-sets and annual service
agreements for the Theater Deployable Communications Program (TDC) to
be accomplished under Federal Acquisition Regulation (FAR) Part 12,
"Acquisition of Commercial Items". TDC is a state-of-the-art ground
communications infrastructure designed to replace existing older
communication systems. The TDC system can transmit and receive voice,
data, and video communications securely to and from wireless,
satellite, or hard-wired sources. TDC is a system designed to provide
a local and metropolitan area switched communications fabric for
internet protocol, voice, and video data for a deployable, ground-based
tactical communications infrastructure. The TDC system is comprised of
commercial off-the-shelf (COTS) circuit switches, hubs, routers,
multiplexers, and encryption devices. The TDC configuration being
fielded uses the REDCOM IGX*C [Integrated Service Digital Network
(ISDN) Gateway Exchange] switch. The fielded units are comprised of a
total of 199 Basic Access Modules with one each Modular Switching Unit
(MSU), 15 Secure Voice Modules with one each MSU, 21 Legacy Modules
with two each MSUs, plus 15 depot spares. In addition, the Air Force is
preparing to order an additional 103 Basic Access Modules with one each
MSU, 18 Secure Voice Modules with one each MSU, and 17 each Large Voice
Modules with two each MSUs in Government fiscal year 2000. These 411
operational MSUs are/will be fielded at 40 different locations
worldwide, with all depot spares located at the Robins AFB, GA depot.
The following is a list of services Electronic Systems Center (ESC)
seeks to acquire. The first service is to provide the necessary
passwords to activate the following common feature-set baseline in all
switches: International, IGATE (International Gateway), Multi-Cluster
Feature Capability, Phone Book Program, Basic Program Language, and
Chain Conference Capability. All Legacy Modules and two each other MSUs
located in Europe already have the International and IGATE Features
activated. The second service is to provide extended
maintenance/support for all TDC fielded REDCOM hardware and software.
To accomplish this step, a standard commercial support agreement for
all existing TDC REDCOM equipment shall be established. The support
agreement shall provide for one-year of maintenance support and four
(4) one (1)-year (priced) options for continued support. Each year's
support shall include the following: a) firmware upgrades (such as the
B50AR1P2 version scheduled for release in Spring 00) delivered on a
flash card (one to each location) with a SRAM card containing the
database conversion program (one to each location); b) telephone help
desk support with direct access to customer support during normal
business hours and with a call back service during non-duty hours (this
support will be in conjunction with the TDC omnibus support contract
currently performed through the Single Source Logistics Support Manager
at Robins AFB, GA); and c) additional training at the vendor's facility
in the form of two maintenance classes, each two (2) weeks long, for up
to five (5) students each and intended for TDC help desk, engineering,
and training personnel and one product upgrade class, one (1) week
long, for up to five (5) students intended to familiarize TDC help
desk, engineering, and training personnel with the features and
capabilities of the new firmware upgrade detailed in item a) above. The
items and services are to be acquired and priced under one order (all
feature-sets are REDCOM Laboratories, Inc. designations). Feature-set
activation should be complete in two phases: no later than 60 days
after award for fielded units and no later than 31 Dec 00 for TDC units
ordered in Government FY00. ESC proposes to award an order during March
2000, to REDCOM Laboratories, Inc. to acquire these items and services.
The proposed contract action is for items and services for which the
Government intends to solicit and negotiate with one source under
authority of FAR 6.302-1, "Only One Responsible Source and No Other
Supplies or Services Will Satisfy Agency Requirements". Other
interested firms must provide sufficient documentation to demonstrate
that they can provide all required cards, feature sets, and maintenance
support, as detailed in this announcement, within the specified
schedule, to ESC/DIGK, Bldg 1612, 5 Eglin Street, Hanscom AFB,
01731-2100, Attn: Cathy Mirra or by fax to (781) 377-5650. Supporting
documentation may include, but is not limited to, company
qualifications, equipment specification sheets, catalogs, and sample
service agreements. Responses must be received no later than close of
business on 15 Mar 00. Responses must include the company name;
address; DUNS number, CAGE code, Tax Identification Number, size of
business (i.e., large business, small business, small disadvantaged
business, 8 (a) concern, or women-owned business, very small business,
or HUBZone small business); whether U.S. or foreign owned entity, and
a point of contact in their response. The Government anticipates award
of an order to REDCOM Laboratories, Inc. on or about 29 Mar 00. This
notice does not constitute a Request for Quote, it does not restrict
the Government as to the ultimate acquisition approach, nor should it
be construed as a commitment by the Government. An Acquisition
Ombudsman, Colonel Steven H. Sheldon, Director, Commander's Staff, has
been appointed to hear concerns from offerors or potential offerors
during proposal development. You should only contact the Ombudsman with
issues or problems you cannot satisfactorily resolve with the program
manager and/or contracting officer. The Ombudsman role is to hear
concerns, issues, and recommendations and communicate these to the
appropriate government personnel. The Ombudsman will maintain strict
confidentiality if desired. The Ombudsman does not evaluate proposals
