synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and written
solicitation will not be issued. The Solicitation Number is
DAAH1700Q0027 and will be issued as a Request for Quotation. The
solicitation document and incorporated clauses and provisions are those
in effect through Federal Acquisition Circular 97-15. The Standard
Industrial Classification is 5063 and the small business size standard
is 500 employees. The Contractor shall furnish the following items:
Radio Master Fire Alarm Box, P/N TBA-BNFN/TBA-IK-11; Solar Radio Master
Fire Alarm Box, P/N TBS-BP-3/TBA-IK-12/TBS-IK-18; User Powered Alarm
Box, P/N TBU-03110/TBU-IK-12; 750 Point Addressable Fire Control Panel,
P/N HS-3030, HS-3400, IQ-140, MR-2900 or MR-2400; Aluminum Pole,
5"x11'6", with Transformer, P/N 190-0832; 18-Watt Solar Panel, P/N
TBS-IK-18; Upgrade of Radio Transmitter, Model 8MTJ to Model 8MTJ-A-16,
to include Back Plate Assembly and Transmitter (reuse of existing
Government Housing); Command and Control Transmitter Master Box with
Antenna and Wall Mount Install Kit, Model 8MTJ-A-16C, P/N
TBAC-BNF/TBA-IK-11; Vision 21 System Processor, Model V21SP-X; Radio
Module, Model V21RM-13811; Radio Module Interrogation Unit, Model
V21RM1-2; Battery Charger Module, Model V21CM-2; Desktop Cabinet, P/N
190-0933-12U; Upright Cabinet, Model 190-1011-30U; Installation Kit,

MAN-RR; Vision 21 Console. The Estimated Annual Quantity for each item
is one (1) each. The manufacturer of these items is Signal
Communications Corp. The contract will be awarded as a Indefinite
Quantity type contract with a base year and four (4) option years. The
minimum dollar amount, per year, will be $8,000.00 with a maximum
dollar amount, per year, of $50,000.00. Deliveries shall be made within
30 days after receipt of work orders and shall be delivered to
Letterkenny Army Depot, Chambersburg, PA or any other designated
location within the continental United States. The solicitation will be
issued to Signal Communications Corp., c/o TLC Systems, Woburn, MA on
a sole source basis. This requirement is for items that must be
compatible with a radio-signal fire alarm console and decoder already
in place or to provide a backup system of an existing system. The items
are patent-protected by Signal Communications Corp. Any responsible
offerors may submit a proposal which will be considered. Consideration
will only be given to offers which supply clear and convincing
documentation of compatibility. Documentation shall include, but not be
limited to, approval from Factory Mutual Research Corporation for the
entire system. Offerors must be able to accept payment of invoices
through the use of a Government IMPAC Payment Credit Card (VISA) for
Delivery Orders issued by the Letterkenny Army Depot Contracting
Officer. FAR 52.212-1, 52.212-4 and 52.212-5 are applicable to this
acquisition. Offerors must include a completed copy of FAR 52.212-3
(ALT III) and 252.212-7000 with their quotation. The following clauses
cited in FAR 52.212-5 are also applicable 52.203-6 ALT I, 52.219-8,
52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-9 and
52.232-36. In addition, the following FAR Clauses are applicable:
52.203-3, 52.203-8, 52.203-10, 52.203-11, 52.203-12, 52.204-4,
52.209-6, 52.211-17, 52.217-5, 52.232-17, 52.233-2, 52.237-2,
52.242-13, 52.242-15, and 52.247-34. DFARS 252.201-7000, 252.209-7003,
252.225-7001, 252.243-7001 and 252.243-7002 also apply. The
solicitation also includes FAR 52.216-18, 52.216-19, 52.216-22,
52.217-9, 52.233-2, 52.252-1 and 52.252-2, the full text of these
clauses can be obtained by contacting the Contracting Office. In
accordance with the Debt Collection Improvement Act of 1996 and DFARS
204.7303, Central Contractor Registration Policy, all prospective
contractors must be registered in the CCR database prior to award of a
contract. Quotations may be submitted on Standard Form 1449. The
Defense Priorities and Allocations System rating is DO-A7. The due date
and time for receipt of proposals is 4:00 PM, EST, 12 March 2000, at
the Directorate of Contracting, ATTN: AMSAM-LE-KO, Bldg. 421S, Carmine
Unger, Letterkenny Army Depot, Chambersburg, PA 17201-4152. Quotations
and technical information may be faxed to 717-267-9834. All offerors
must reference the solicitation number and due date for receipt of
quotations. Each quotation must contain the name, address, and
telephone number of the offeror as well as any discount terms and remit
to address. If not submitted utilizing SF 1449, offer must include a
statement specifying the intent of agreement with all terms and
conditions of this solicitation.Any quotations that reject the terms
and conditions of this solicitation or do not include the
certifications and representations contained in FAR 52.212-3 may be
excluded from consideration. All offerors must hold their prices firm
for 60 calendar days from the due date specified for receipt of
quotations. Any amendments issued to this solicitation will be
synopsized in the same manner as this solicitation and must be
acknowledged by each offeror. Any quotations or modifications to
quotations received after the specified due date for receipt of
quotations will not be considered. The Government may make an award
with or without discussions with offerors. The offeror's initial
proposal should contain the offeror's best term. A written notice of
contract award or acceptance of an offer mailed or otherwise furnished
to the successful offeror within the time for acceptance specified in
the offer shall result in a binding contract without further action by
either party. Before the specified expiration date of an offer, the
Government may accept that offer unless a written notice of withdrawal
is received prior to award. Offerors shall specify business size and
classification as required by FAR 52.212-3. All clauses and provisions
