May, (214) 857-0038 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and is being issued as a Request For Quotations (RFQ) and a written solicitation will not be issued. The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 97-15 and Veterans Affairs Acquisition Regulation VAAR, VA Acquisition Circular 97-7. The contracting activity located at the VA North Texas Health Care System (VANTHCS), 4500 S. Lancaster Rd.. Dallas, TX 75216 anticipates making a sole source award to Becton Dickinson (BD) Immunocytometry Systems, 2350 Qume Dr., San Jose, CA for the purchase of one each "Facstar Plus Facstation upgrade for the VANTHCS owned Becton Dickinson Flow Cytometer. The required upgrade is defined as follows: (1.) BD FACSTATION (BD description # 343249) to include (a) Macintosh G3/400Mhz CPU, (b) 18" flat panel display, (c) a color laser printer; (d) BDPAC, Kit Grounded (BD description # 343112) consisting of a BDPAC CCB board and BDMAC/BDPAC cable, and (e) FACSTATION modem kit (description # 341167); (2.) BD FACSTAR PLUS INTERFACE KIT (BD description # 343204). All products contained herein shall be year 2000 compliant or if non-compliant shall be upgraded to year 2000 compliance prior to the earliest date on which information technology may be required to perform date/time processing involving dates later than December 31, 1999. Interested parties are advised that only brand name products will be accepted. This purchase shall also include FOB destination delivery provisions, required installation, and a one-year warranty, all at no charge. Delivery receipt and installation must occur no later than 60 days from the date of receipt of an awarded purchase order (PO). Submitted offers must also include a quotation for one week of Key Operator Training along with course description and other relevant information, e.g. location(s), date(s), etc. FAR clauses and provisions incorporated herein by reference are FAR 52.212-1, 52212-3, 52212-4 and addenda (52.214-21, 52.227-19, 52.233-2, 52.233-3. 852.233-70 and 852.270-4). For efficiency and cost effectiveness, it is VA's intent to award a single PO for the complete upgrade package to include hardware, software and installation to one responsive and responsible offeror whose offer is most advantageous to the government price and other factors considered.
