This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No: DABT43-00-T-1017 is issued as a Request for Quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14. This acquisition is unrestricted. Requirements: The US Army War College requires a color scanning/printing system. The system must scan media up to a minimum of 36" wide (independent of a PC) and have a capability of printing directly to a printer utilizing media up to a minimum of 42" wide. The scanner must have a user selectable resolution up to a minimum of 800 dpi and the printer up to 400 dpi. The printer will have a standard feeder with take up mechanism, a built in print dryer, which will dry prints before feeding to the take up reel, and be equipped with built in media cutter. The printer shall use both indoor and outdoor inks. The system must include a raster image processor, with a 600 X 600 minimum capability and choice of full screen or thumbnail image viewing. The system shall be Microsoft Windows 95 /NT compatible. The system shall be installed complete, include start up supplies, and user training. The contractor shall warranty all hardware, performing all repairs on site, with a 24 hour response time for three years from date of installation. The contractor shall provide all software upgrades and software telephone support for three years from date of installation. Major component data is as follows: SCANNER & CONTROLLER (Ideal Big Copy Model FSC-8010/5010 or equal), WIDE FORMAT PRINTER (ENCAD NOVAJET PROe 42 or equal) and RASTER IMAGE PROCESSOR (EDOX LE Large format -- Specialist Model with LE or equal). All items shall be delivered FOB destination and installed within 6 weeks after receipt of Purchase Order to the following address: US Army War College, Log & Maint, Bldg 122, Carlisle, PA 17013. The following clauses apply to this solicitation: FAR 52.212-1 (Instructions to Offerors-Commercial items); FAR 52.212-3 (Offeror Representations & Certifications-Commercial Items, (Offerors are required to complete all the certifications as listed in this reference and submit it with your offer. Copy of the form can be requested from the POC listed herein). FAR 52.212-4 (Contract Terms & Conditions-Commercial Items; FAR 52-212-5 (Contract Terms & Conditions Required to Implement Statutes or Executive Orders -Commercial Items, (appropriate clauses will be defined at time of award), FAR 52.212-7001 (appropriate clauses will be defined at time of award), FAR 52.204-7004 (Required Central Contractor Registration). FAR 52.211-6 (Brand Name or Equal);FAR 52.212-2 -- (Evaluation-Commercial Items) Evaluation is based on best value of the overall requirement. Best value will include an evaluation of price and technical factors. It is essential that offerors provide sufficient technical literature, in order for the Government to evaluate your offer. Clearly identify the item by Brand name, if any and Make or Model number. Technical subfactors that may be considered in making a best value determination include the following: (I) degree to which stated requirements are met (ii) special features of the supply that are required in effective program performance capabilities that are not provided by comparable supply/service (iii) probable life of the supplies selected as compared with that of comparable supply item (iv) warranty considerations (v) maintenance availability (vi) past performance -(offerors may be requested to provide past performance information in support of the Government's bid evaluation) (vii) delivery schedule (viii) environmental and energy efficiency consideration.
