E-MAIL: Andrea R Falls, andrea.r.falls1@jsc.nasa.gov. NASA/JSC plans to issue a Request for Quotation (RFQ) for renewal of maintenance, licenses, and runtime licenses for X-38 Project. The acquisitions are listed as follows: 1) upgrade of 10 Tornado 1 Development Licenses for a Power PC target to 10 Tornado 2 Professional Development Licenses for a Power PC target; 2) annual maintenance on the 10 upgraded Tornado 2 Power PC user licenses; 3) 10 additional Tornado 2 Profesional Development Licenses for a Power PC target; and 4) 103 VxWorks runtime licenses. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the items from Wind River. The maintenance, development licenses, and runtime licenses will be used to develop, test, and run flight software for the 200 series X-38 vehicles. The software already developed for the 130 series used for the X-38 vehicles was developed using Wind River's VxWorks. Maintenance on all licenses is required to aid in software development and to receive patches to the operating systems. A Justification for Other than Full and Open Competition stating a unique source (FAR 6.302-1) is being prepared. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
