Office intends to issue a Request For Proposal (RFP) No.
DE-RP03-00SF22042 entitled "System Integration of a Stirling
Radioisotope Power System (SRPS)". The Standard Industrial Code (SIC)
is 3764 representing Guided Missiles and Space Vehicle Propulsion Units
and Propulsion Unit Parts. The small business size standard is 1000.
The RFP will solicit proposals from potential offerors for a system
integration contractor for the design, development, integration, and
manufacture of a SRPS, using a Stirling Convertor, for potential use on
a spacecraft/science craft for one or more future NASA deep space
exploration missions. The contractual effort will consist of three
separate phases. The objectives of the Phase I effort, Conceptual
Design and Planning, will be to: 1) Develop a conceptual system design
of an SRPS using the Stirling Convertor (DOE is baselining the 55-We
Technology Demonstration Convertor (TDC)) developed under a DOE
contract with the Stirling Technology Company; 2) Conduct a Conceptual
Design review; and 3) Prepare a Phase II/Phase III technical and cost
proposal. The objectives of the Phase II effort, System Development
and Demonstration, will be to: 1) Complete a preliminary and final
design of the SRPS that incorporates the spacecraft/science craft
integration and mission requirements; 2) Manufacture an engineering
SRPS and qualification SRPS; 3) Perform engineering system testing
(this task includes electrically heated testing of the engineering SRPS
at the contractor's facility and measurement of vibration and
electro-magnetic interference (EMI) levels observed during testing; 4)
Provide technical support during the General Purpose Heat Source
(GPHS) fuel module installation, and the final assembly and
qualification testing of the fully assembled qualification SRPS; and 5)
Prepare status and topical reports. The objectives of the Phase III
effort, Flight Program, will be to: 1) Manufacture and ship the flight
SRPS's to the DOE Mound Site; 2) Provide technical support during the
General Purpose Heat Source (GPHS) fuel module installation, and the
final assembly and acceptance testing of the fully assembled flight
SRPS; 3) Prepare the necessary Launch Safety Analysis Report and
assessment of safety for the launch approval process; 4) Establish
liaison and coordinate with the Jet Propulsion Laboratory (JPL) to
assure integration of the SRPS design and performance parameters with
NASA/JPL spacecraft/science craft requirements through top level
drawings and associated documents for interface controls; 5) Design
and/or modify mounting hardware to mate the SRPS to the DOE certified
shipping package and any ground support equipment or hardware needed
for launch site support activities; 6) Provide launch support personnel
and provide liaison with launch site operators; 7) Provide for the
management of the project, quality assurance (to include material
review boards), reliability analysis (FMECA) of the SRPS; and 8)
Prepare status and topical reports. Potential missions that may require
the use of SRPS are being planned for the year 2004, or later. It is
DOE's intent to award several contracts for the Phase I effort at an
estimated cost and fee of up to $650K each and duration of six months.
Based upon the Conceptual Design Review at the end of Phase I and an
evaluation of the Phase II/Phase III proposals, one contractor may then
be selected for the Phase II/Phase III effort. The RFP will contain the
proposal preparation instructions and evaluation criteria for all
Phases. Selection of offerors for the Phase I effort will be based upon
an evaluation of the offerors: 1) Demonstrated capability to serve as
a system integration contractor for complex power systems and space
systems, 2) Demonstrated past performance on similar or comparable
contracts, and 3) Demonstrated technical understanding of the power
system spacecraft/science craft interface requirements. Selection of a
contractor to continue on to Phase II/Phase III will be based upon the
Conceptual Design Review and an evaluation of the Phase II/Phase III
proposal. The criteria for evaluation of the Phase II/Phase III
proposals will include, among others, 1) Demonstrated understanding of
the issues and requirements for developing a radioisotope power system
design using the Stirling Convertor, 2) Demonstrated understanding of
the issues and requirements for manufacturing of the engineering SRPS,
qualification SRPS and flight SRPS, 3) Demonstrated understanding of
the issues and requirements for integrating power system requirements
to meet mission and spacecraft/science craft requirements, 4)
Understanding of the issues and the approach for developing safety
analysis and assessments for launch and accident scenarios, and 5) the
cost and schedule estimates for the Phase II/Phase III effort. It is
anticipated that a draft Statement of Work and other documentation
related to NASA's requirements and the Stirling Convertor will be
posted on the Internet at http://www.oak.doe.gov starting in March
2000. The RFP will be issued on or about March 16, 2000. After the RFP
is issued, DOE will allow forty-five (45) days for receipt of
proposals. Potential offerors may obtain a copy of the solicitation by
accessing the Internet using any Web browser, at
http://www.oak.doe.gov. No paper copies of the solicitation will be
