Watershed & Ecosystem Planning Studies contracts for studies dealing
with flood damage reduction, restoration of abandoned mine and mill
sites, navigation, and associated water and environmental resource
problems related to Civil Works projects located primarily within the
Sacramento District civil works area of responsibility (parts of CA,
AZ, NV, UT, WY, CO, ID and OR). Three contracts may be awarded from
this solicitation. Each contract will include a Base Year and Four
One-Year Option periods. Two contracts will be unrestricted as to size
of awardee and each will have a maximum value of $12.5 Million over
five years. One contract will be set-aside for Small Businesses and
will have a maximum value of $5 Million over five years. There is no
limitation to the size of task order issued other than the maximum
contract value. Services provided under these contracts may include:
Watershed and ecosystem planning efforts including: (a) identifying
watershed problems and opportunities; (b) inventorying, forecasting,
and analyzing resource conditions, including preparing assessments of
the effects of flooding, preliminary inventory and assessment of
abandoned mine sites and trends of environmental resource degradation;
(c) formulating alternative plans (d) evaluating the effects of
alternative plans; (d) preparing planning reports and environmental
documents, and related technical appendices and graphics; (e)
developing public involvement programs;(f) using Geographic Information
Systems (GIS) and/or Computer Aided Design (CAD) procedures to store,
access, and display data information. Work may include: literature
searches; data collection and analysis; technical writing; economic
analysis; land use planning and analysis; cultural resources surveying,
testing and data recovery; recreation, air quality, water quality, and
fish and wildlife habitat analysis. Specific scopes of work for
specific projects will be issued with each task order. The procurement
will be conducted under the SIC Code 8999. The size standard for this
procurement is $5.0 Million. The acquisition method is negotiated
procurement. A technical and price proposal will be required. Large
businesses competing for the unrestricted contracts must comply with
the FAR 52.219-9 clause regarding the requirement for a subcontracting
plan on the part of the work it intends to subcontract. The
recommended goals for subcontracting are 61.2% to small business, 9.1%
for Small Disadvantaged Business, and 5% for woman-owned small
business. A firm that submits a plan with lesser goals must submit
written rationale to support the goals submitted. There is no charge
for the solicitation package; however, only one solicitation is
available per offeror due to a limited number of sets produced.

solicitation must be ordered by the cut-off date of 09 MAR 2000 to
ensure receipt. Orders received beyond the cut-off date will not be
honored. Firms are requested to provide their name, mailing address,
telephone and fax number, and solicitation number with the order
request. Do not address to the contract specialist for this will delay
your order. All responsible sources may submit a bid or proposal which
