will issue a multiple award indefinite delivery/indefinite quantity
Request for Proposals to support the Bureau of Consular Affairs' (CA)
domestic TDIS (Travel Document Issuance System) passport issuance
offices. The contracts will be awarded for one base year and four
one-year option periods. The Department anticipates awarding three
contracts, with at least one award being made to a qualified (technical
and pricing) small business; provided, that at least one qualified
small business submits a proposal. The solicitation will consist of the
following task elements: (1) installation of Government-provided
hardware, software, furnishings, and fixtures; (2) software
support/services and software (including COTS packages specified by the
Government, and development of new and/or modification of existing TDIS
applications software); (3) help desk services; and (4) testing and
researching new products. The successful contractor's personnel
(including subcontractor personnel) assignedto the contract shall
favorably pass a preliminary background check and a National Agency
Check (NAC). The contracts will be awarded on a best value basis, with
technical merit being more important than price. The technical
evaluation criteria are: technical and price proposal for two sample
task order requests; technical approach and understanding the
requirements; qualifications, experience, and education of key
personnel; corporate experience; past performance; and small
disadvantaged business participation. The solicitation will include FAR
Provision 52-219-24 and FAR Clauses 52-219-23 and 52-219-25. The
applicable SIC Code is 7379. Task order requests will be issued on a
firm fixed price and/or time-and-materials basis. The Government may
also issue task order requests based on both pricing methodologies in
order to determine the most advantageous pricing scenario. Task order
requests will be competed among the multiple awardees in accordance
with FAR Part 16.505. The solicitation will include Federal Acquisition
Regulation Clauses 52.217-8, Option to Extend Services, and 52.237-3,
