NRL is soliciting proposals to provide technical information services including publications services, visual information services, multimedia, photographic library, auditorium and conference facilities, exhibits, video teleconferencing centers, imaging services, and other administrative services under the procedures of OMB A-76. The intent is to solicit the most efficient and effective approach to perform the tasks. Significant process improvements are desired. The selection will be based on Best Value. Services will cover the full spectrum in these areas and will be in accordance with the performance-based work statement. It is expected that the solicitation for this effort will be issued approximately 15 March 2000. It is important to review Section L of the RFP for information about the site visit. Pre-registration for the site visit is required. Technical data, regulations and other applicable documents will be available for review by potential offerors by appointment only. Review Section L of theRFP for this information . No hard copies will be provided. The solicitation is issued unrestricted. The performance period will be for a base year with four one-year options. The anticipated contract type is time and material. In accordance with OMB A-76, the proposal deemed to represent the best value to the government will be compared to the government's Most Efficient Organization (MEO) proposal. A contract may not be awarded if the government's proposal is more economical in accordance with the procedures of OMB Circular A-76.
