The General Services Administration (GSA) seeks to acquire professional economic services to assist it in representing the "consumer interests" of Federal Executive Agencies (FEA) at proceedings conducted by the Federal Communications Commission (FCC), State Public Utility Commissions (PUC), and other judicial and administrative forums. In addition to this, professional economic services are needed to assist FEAs in matters that require expert knowledge of the telecommunications industry. This assistance will include but will not be limited to: (i) research and analysis of tariff filings, investigations and proceedings affecting telecommunications rates, (ii) development and presentation of material to judicial and administrative forums, (iii) evaluation of proceedings, and (iv) investigation and study of the prices for telecommunications services.
