Department of Education contemplates on a sole source basis, an award to Rebecca Kopriva. An Expert Psychometrician consultant, for a period of 20 hours per week over six (6) months beginning April 1, 2000 to September 30, 2000. The purpose of the proposed award is to complete the Office of Civil Rights' (OCR) Resource Guide on Nondiscrimination in Testing and pamphlet on Test Use and Civil Rights. The award is to: l) assist Program Legal staff and OCR's Testing Facilitators in finalizing OCR's draft Resource Guide on Nondiscrimination in Testing and pamphlet on Test Use and Civil Rights; 2) assist OCR's Testing Network and Enforcement Division staff in the interpretation of testing concepts and in resolving novel, testing-related issues that arise; and 3) serve as a resource person for OCR staff nationally regarding the appropriateness of tests. Performance will occasionally be at the government site, with furnished appropriate tools. Expert with Ph.D. qualifications sought: l) an in-depth knowledge of the professional standards for educational testing in schools; 2) an in-depth knowledge of current thinking among measurement theorists regarding test validity evaluations; 3) expert familiarity with civil-rights-related issues in academic measurement; 4) expert familiarity with statewide high-stakes testing programs; 5) ability to perform highly technical and complex analyses; and 6) the ability to begin the project with little or no lead time.
