Environmental and Occupational Health (CAMEOH), Partnering
Opportunities, Brooks AFB, San Antonio TX This is a request for
information (RFI) from industry to help the Air Force determine if it
is feasible to enhance its aerospace medicine and environmental and
occupational health missions at Brooks AFB and reduce operating costs
through partnering with industry, academia and/or other Government
agencies. This is not a solicitation, request for proposal, nor any
type of offer; no funding will be available for those responding to
this RFI. Brooks AFB has physical and information resources and areas
of domain expertise that are unique and have potential use and
application beyond the base and the Air Force. Our intent is to
identify and evaluate prospective partner relationships that will
utilize these resources to the mutual benefit of the prospective
partners and Brooks AFB, with the goal of establishing a Center for
Aerospace Medicine and Environmental and Occupational Health (CAMEOH).
Brooks AFB and the City of San Antonio have also been exploring
mission compatible partnership opportunities through a partnership
committee appointed by the Mayor. This committee has identified several
local partnership opportunities. Brooks AFB has fully equipped testing
and high volume processing laboratories, with state-of-the-art
equipment. These resources are complemented by exceptional technical
capabilities in aerospace ophthalmology and cardiology, occupational
health and safety surveillance, radiation surveillance services,
dosimetry capabilities, radiation services (instrumentation calibration
facility), health physics, corneal surgery, aerospace neuropsychiatry,
optical fabrication, human performance and fitness sciences,
hyperbaric research and treatment, epidemiology, drug, and
environmental and occupational chemistry. The base provides expert
services/advice in environmental risk analysis, food safety, air
quality analysis, hazardous waste consultation and scientific and
engineering assistance, water and wastewater consultation and
scientific and engineering assistance, health and safety analysis,
public health, and industrial hygiene. The base performs the above
through its research & development, education & training, and technical
organizations. These capabilities and resources exist in four key
organizations (described below) that would be the foundation for
CAMEOH. The USAF School of Aerospace Medicine (USAFSAM) offers
education and training in all disciplines of Air Force aerospace
medicine, including professional aerospace medicine, aerospace
physiology, aerospace nursing, public health, bioenvironmental
engineering, and field survival. USAFSAM also offers full aerospace
medicine and dental consultation and investigation services for the Air
Force as well as hyperbaric medicine treatments, consultation, and
training. State-of-the-art classrooms, computer laboratories and field
sites are provided in support of these specialty areas. The
aeromedical Clinical Sciences Division provides internationally
recognized consultations, epidemiological research, and evaluations of
aircrew members regarding fitness and safety for continued flying
performance. State-of-the-art assessments are provided by aerospace
ophthalmologists, cardiologists, neuropsychiatrists and psychologists,
internists, and radiologist. The school conducts three separate
graduate medical education programs, through residencies in aerospace
medicine, occupational medicine, and general preventive medicine, all
accredited by the American College of Graduate Medical Education. In
addition, the school offers a fellowship in hyperbaric medicine. Over
65 other courses are provided in the areas of aerospace medicine,
occupational medicine, public health, community health, tropical
medicine, environmental health and safety, industrial hygiene,
aeromedical evacuation and critical care air transport, hyperbaric
medicine, and vector borne disease control. The Air Force Research
Laboratory research and development activities include laser
bioeffects, microbiology, human aeromedical physiology, radio frequency
radiation bioeffects research, electromagnetic dosimetry research,
intelligent training and tutoring technology advancement and database,
and a technical library with an extensive web-based collection of
technical papers. The Air Force Center for Environmental Excellence
products and services include environmental restoration, technology
transfer, environmental conservation and environmental quality, design
and construction, mission support, and environmental
information-reference material-database access. The Air Force Institute
for Environment, Safety and Occupational Health Risk Analysis monitors
health trends of Air Force personnel and provides expert environmental
services to Air Force bases worldwide. They do this through four
production laboratories (Analytical Chemistry, Epidemiological
Surveillance, Radiation Surveillance and the Drug Test Lab). The risk
analysis is performed primarily through technical experts in
occupational health, environmental and deployment surveillance
disciplines. This organization has established deployable response
teams to help meet potential chemical, biological, and radiological
threats. It also plays an important role in the Air Force drug
demand-reduction program by operating the only Air Force Drug Testing
Laboratory. The Air Force is interested in receiving opinions regarding
the feasibility of these partnering opportunities and determining what
organizations have the overall capability to enhance the many missions
at Brooks AFB as well as reduce operating costs. To that end, the Air
Force desires open communications and a free exchange of information
