Energy (DOE) intends to issue a sole-source contract to NAC
International to complete additional, non-regulatory, program specific
requirements in the domestic transportation of spent nuclear fuel
(SNF) from the United Kingdom (UK) to the Idaho National Engineering
and Environmental Laboratory (INEEL). NAC International has been
selected by ICI Chemicals and Polymers Limited (ICI) of the UK to load
and securely transport one cask containing nuclear fuel from the UK
through the Port of Charleston to the DOE Savannah River Site (SRS) and
then to DOE INEEL under contract from ICI. In completing this task, the
NAC and its selected carrier must comply with the DOE's Foreign
Research Reactor (FRR) Spent Nuclear Fuel (SNF) Transportation Plan for
Rail and Motor Carrier Transport from Charleston, South Carolina to SRS
and the DOE FRR SNF Transportation Plan for Motor Carriers transport
from SRS to INEEL. These Plans include a number of planning and
shipping activities that are not required under the federal
regulations. Under the terms of DOE's Agreement with ICI, DOE is
required to fund these specific activities. DOE intends to award a sole
source contract to NAC based on 41 U.S.C. 253 ( c)(1) and FAR Part
6.302-1, Only One Responsible Source and No Other Supplies or Services
Will Satisfy Agency Requirement. DOE has determined that this unique
service is available from NAC because ICI has contracted with NAC
International to perform its shipment of SNF from the United Kingdom to
INEEL. Thus, NAC International is the only contractor that can comply
with the additional requirements set forth in the Transportation Plan
for this specific shipment. DOE intends to award a firm fixed price
contract to NAC with an estimated contract value of $45,000 and a
period of performance of March 2000 through July 2000. Any parties
interested in participating in the acquisition described above must
provide written notification of interest no later than 15 days from the
publication of this synopsis. Notification of interest must include a
statement of capabilities demonstrating the capability of fulfilling
all the requirements of this acquisition Specifically, any interested
party must explain how they can meet the requirements of the above
