with a SIC Code of 1611. This acquisition is unrestricted, open to
both small and large business concerns. If a subcontracting plan is
required, the following minimum goals are applicable: Small Business
Subcontracting 61.2%; Small Disadvantaged Business Subcontracting 9.1%;
Women-owned Small Business Subcontracting 5.0%; and HUBZone Small
Business Subcontracting 1.0%. The magnitude of construction is between
$10M and $25M and the estimated construction period is 450 days.
Bonding will be required for this acquisition. The project consists of
the design and construction of the Airfield Ramp Replacement, Kirtland
Air Force Base (KAFB), Albuquerque, New Mexico. A new 96,000 square
meter ramp is required to replace the deteriorating and aged existing
ramp. The apron is used to support the Special Operations Wing training
missions and rescue aircrews using C-130, H-60, H-53, UH-1 and V-22
aircraft. The replacement ramp will eliminate hazardous foreign object
debris (FOD)damage to parked aircraft and taxiway aircraft. The ramp
site is located around hangars 1000, 1001 and 1002 on the south side of
Randolph Avenue at KAFB. The project includes demolition, grading and
support utilities. The support utilities include water, electricity,
gas, sanitary and storm sewer, communications/data cable, conduits, and
coordination. Technical proposals will be evaluated on Past
Performance, Schedule, and Management Plan. Questions of a technical

anticipated that the RFP will be issued on March 21, 2000. The plans
